Lead Geospatial Integration Architect - Transportation GIS

Title: Lead Geospatial Integration Architect 

Location: Hybrid role at Dauphin County facilities with flexible travel 

Duration: ***This requisition is funded through 6/30/27, Please note contract end date is dependent on the final schedule and projected needs. Historically, additional funding occurs in 1-year increments.***

Pay: $80-90/hr all-inclusive

Position Summary

This senior-level position leads the architecture, integration, and optimization of geospatial systems at the intersection of GIS and enterprise IT. The architect will develop scalable strategies connecting ArcGIS Enterprise with business systems, APIs, cloud services, and transportation data workflows to support PennDOT's data-driven decision-making. Funded through 6/30/27 with potential 1-year extensions based on historical funding patterns.

Required Qualifications

Bachelor's degree in GIS, Geography, Transportation Engineering, Computer Science, or equivalent experience.

5 years hands-on transportation GIS experience in state DOTs/engineering firms, designing/implementing ArcGIS Enterprise solutions (Portal, Server, Datastore, ArcGIS Pro/Online).

Proven enterprise integration expertise: APIs, data interoperability, orchestration with Python/ArcPy, FME, REST APIs, message queues.

Advanced spatial data modeling, geodatabase administration, and automation workflows; familiarity with federal transportation reporting and roadway/asset systems.

Strong communication to translate technical concepts for non-technical audiences; experience with Agile/ITIL methodologies.

Preferred Qualifications & Certifications

GISP (URISA); Esri certifications (Enterprise System Design, ArcGIS API Developer).

Agile/Scrum certification.

Experience with real-time analytics, spatial data lakes, DevOps/Git.
