POSITION OVERVIEW
The Walsh HOA Community Manager is the senior on-site operational leader responsible for the day-to-day administration, governance support, financial oversight, vendor management, covenant enforcement, resident relations, amenity operations, and strategic execution for a large-scale master-planned homeowners association. This position manages a complex, high-visibility community consisting of approximately 1,700 homes, in-process of building out to approximately 4,000 homes, across roughly 2,500 acres, including extensive common areas, green spaces, parks, lakes, trails, sports courts, recreational amenities, ongoing development activity, and a broad range of resident service demands.
This role requires a high level of independent judgment, diplomacy, operational discipline, and situational awareness. The Manager must balance the expectations of the Developer Board, residents, builders, public agencies, and contractors while protecting the Association’s legal position, financial interests, infrastructure, and community standards. The position demands a practical operator who can move from executive-level planning to field-level problem solving without losing control of detail, priorities, or accountability.
ESSENTIAL DUTIES & RESPONSIBILITIES
Community Operations Leadership
- Direct and oversee the full scope of daily HOA operations for a large-scale master-planned community with extensive common property, amenities, open space, and active development conditions.
- Maintain operational control over parks, trails, lakes, irrigation systems, athletic facilities, sports courts, landscape areas, entry features, ponds, and other common assets.
- Monitor community conditions routinely and identify operational deficiencies, service gaps, safety concerns, infrastructure issues, and maintenance priorities.
- Coordinate responses to resident concerns, maintenance failures, vendor performance issues, community nuisance activity, and amenity misuse.
- Establish operational priorities based on risk, budget, resident impact, legal exposure, and asset preservation.
Board and Governance Support
- Serve as the primary management liaison to the Developer Board of Directors and, where applicable, other developer representatives during periods of developer influence or control.
- Prepare board meeting materials, management reports, recommendations, policy drafts, resolutions, and supporting documentation.
- Advise the Board on practical enforcement limitations, budget impacts, legal risk, operational realities, and implementation strategy.
- Support execution of Board directives while ensuring consistency with governing documents, management best practices, and applicable law.
- Maintain Association records and document operational decisions, incidents, enforcement actions, and major community issues in a defensible manner.
Financial Management and Budget Administration
- Assist in development, implementation, and ongoing administration of the Association’s annual operating budget ( 7M annually), reserve considerations, and special project expenditures.
- Monitor financial performance against budget and projected actuals; identify variances, spending pressures, recurring cost drivers, and potential savings opportunities.
- Review invoices, proposals, service contracts, and repair recommendations for scope accuracy, pricing reasonableness, and operational necessity.
- Provide financially grounded recommendations to the Board regarding staffing, vendor changes, contract renewals, amenity controls, repairs, and capital priorities.
- Help safeguard Association resources by challenging unsupported vendor recommendations, identifying repeat-failure trends, and pushing for accountability.
Vendor and Contract Management
- Manage and evaluate third-party vendors across landscaping, irrigation, security, pool operations, facility staffing, maintenance, construction support, and specialty services.
- Draft, review, enforce, and administer service agreements, performance expectations, insurance requirements, termination provisions, and service standards.
- Conduct vendor performance monitoring through site observation, documentation, reporting, response-time review, and trend analysis.
- Hold vendors accountable for deficiencies in supervision, quality control, timeliness, communication, and execution.
- Escalate vendor concerns appropriately and recommend corrective action, replacement, or contract termination when warranted.
Resident Relations and Community Communication
- Act as the primary professional point of contact for homeowners on matters involving operations, rule enforcement, amenities, maintenance concerns, disputes, and community expectations.
- Prepare clear, direct, and professional written communications regarding policy issues, service interruptions, resident complaints, enforcement matters, public safety concerns, and community updates.
- Manage difficult resident interactions with diplomacy while maintaining firm boundaries regarding HOA authority, staffing limits, budget limitations, and legal constraints.
- Communicate in a manner that protects the Association while still being responsive, credible, and solution-oriented.
- Support resident engagement efforts, community events, and public-facing communications without losing sight of operational priorities.
Covenant Enforcement and Compliance
- Administer and coordinate enforcement of governing documents, rules, amenity regulations, use restrictions, architectural requirements, and fine policies.
- Investigate or oversee investigation of violations, property condition issues, damage to Association assets, misuse of common areas, and resident complaints.
- Coordinate notices, hearings, fines, reimbursement assessments, damage claims, and related documentation.
- Apply rules consistently while recognizing practical enforcement limitations, evidentiary requirements, and legal exposure.
- Work with legal counsel and leadership, when necessary, on complex violations, liability issues, and owner accountability matters.
Public Safety, Security, and Agency Coordination
- Coordinate with local law enforcement, code compliance, school resource stakeholders, private security vendors, and public agency contacts on recurring community issues.
- Help develop and implement practical deterrence strategies, including signage, patrol focus, access protocols, reporting workflows, and resident education.
- Serve as a point of contact during incidents affecting community safety, property damage, amenity misuse, or public-agency intervention.
- Recognize where HOA authority ends and municipal or law enforcement authority begins, and communicate that distinction clearly.
Amenity and Access Management
- Oversee operations, use standards, staffing coordination, and access control protocols for community amenities and recreational facilities.
- Monitor recurring problems at high-use facilities including pools, parks, courts, dock areas, and club facilities.
- Evaluate amenity policies and access-control options for cost, effectiveness, resident convenience, and enforcement practicality.
- Coordinate with front desk staff, vendors, and contractors to maintain service quality, user compliance, and proper reporting procedures.
Development, Builder, and Infrastructure Interface
- Operate effectively in an environment with ongoing residential development, builder activity, lot turnover, evolving infrastructure, and changing community demands.
- Interface with builders, developers, contractors, engineers, and utility or municipal contacts regarding construction impacts, lot conditions, drainage concerns, debris issues, damage, and transition matters.
- Identify where development activity affects resident experience, HOA costs, maintenance burdens, or infrastructure performance.
- Monitor common-area impacts associated with growth, irrigation demand, landscaping establishment, and construction-related complaints.
Asset Protection and Infrastructure Oversight
- Help protect and preserve community infrastructure, irrigation systems, landscape investments, water features, and recreational assets through proactive monitoring and response.
- Track recurring maintenance failures, repair histories, and systemic deficiencies to identify underlying operational or vendor performance problems.
- Coordinate emergency or priority repairs affecting safety, property integrity, irrigation function, or resident use.
- Maintain awareness of operational dependencies involving water supply, pumps, irrigation zones, common-area establishment, and weather-related impacts.
Staff Leadership and Administrative Oversight
- Supervise and coordinate the work of on-site administrative and lifestyle staff, and any other direct-report personnel assigned to the HOA operation.
- Set priorities, review work product, enforce service expectations, and maintain accountability in a lean staffing environment.
- Ensure office workflows, records, resident correspondence, violation processing, and contractor coordination are handled accurately and timely.
- Support cross-functional teamwork while maintaining operational discipline and service consistency.
Strategic Planning and Performance Reporting
- Translate community conditions, complaints, costs, and operational trends into board-level recommendations and actionable management plans.
- Prepare executive summaries, incident analyses, service assessments, trend reports, and operational recommendations supported by data and observation.
- Identify root causes rather than merely responding to recurring symptoms.
- Develop process improvements, accountability systems, and practical controls intended to reduce recurring complaints, improve service reliability, and protect Association resources.
SCOPE AND COMPLEXITY OF ROLE
This is not a standard subdivision manager position. The role functions more like a small-municipality operations executive inside a private-association structure. The Walsh HOA Manager is expected to operate across governance, finance, contracts, resident relations, enforcement, amenity operations, security coordination, development impacts, and public-facing communications in a high-expectation environment with limited staffing leverage.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Business Administration, Public Administration, Property Management, Communications, or related field preferred; equivalent experience strongly considered.
- Significant progressive experience in HOA, condominium, large-scale community association, municipal, district, resort, or mixed-use property management.
- Demonstrated experience managing a large, amenity-rich, master-planned community or similarly complex operation.
- Experience supporting boards of directors and working within governing documents, policy frameworks, and procedural requirements.
- Strong experience with budgeting, vendor oversight, contract administration, covenant enforcement, and resident communications.
- Valid driver’s license and ability to travel throughout the community for inspections, meetings, and incident response.
PREFERRED QUALIFICATIONS
- Professional community association designation such as CMCA, AMS, PCAM, or equivalent.
- AAMC-affiliated management company experience.
- Experience operating in a developer-controlled or developer-influenced association environment.
- Working knowledge of Texas HOA law, covenant enforcement procedures, risk management principles, and municipal coordination.
- Experience with irrigation-heavy, landscape-intensive, or infrastructure-complex communities.
