Job Description Summary

The Business and Administrative Operations Manager is responsible for the overall administrative, operational, and financial management of the Comptroller's Office at Penn. This role is a key partner to senior leadership, providing program and project coordination, strategic administrative leadership, and operational support aligned with departmental and Division of Finance goals.

In addition to supporting the Comptroller's Office, this role is intentionally designed with flexibility and scalability to support cross-departmental initiatives and executive-level coordination across the entire Division of Finance. The position may be leveraged to provide centralized EA and administrative support across multiple departments as part of strategic consolidation efforts.

The ideal candidate will be a proactive, high-performing operations professional with a strong ability to manage multiple priorities and support complex organizational needs across a dynamic environment.

  • Partner effectively with Comptroller's Office leadership in coordinating, developing, negotiating, and approving various programs supporting accounting and finance, tax and payroll compliance, gifts and accounting, etc.
  • Provide accurate and timely administrative and financial service delivery to support various programs and initiatives designed to support compliance, policy, and operational initiatives.
  • Lead and support standardization and consistency by creating and managing templates, tools, and workflows to ensure operational consistency and efficiency.
  • Develop and refine internal policies, procedures, and communications to align with University-wide financial and compliance initiatives led by the Comptroller's Office to comply with institutional and regulatory compliance requirements.
  • Standardize administrative processes by creating and managing templates, tools, and workflows to ensure operational consistency and efficiency. Ensure accurate and timely delivery of information, projects, and programs to support consistent financial policies, procedures, standards, and systems across Penn.
  • Serves as a central liaison for key departmental and cross-divisional projects, as a project manager and administrative coordinator in collaboration with partners across the Division of Finance.
  • Ensure financial and administrative compliance with institutional rules and regulations. Lead administrative planning to ensure business continuity and smooth execution of key deliverables across departments.
  • Support and promote data governance practices, standardized data capture/gathering, reporting of various initiatives and projects across the Division of Finance.
  • Facilitate creating, delivering, and disseminating new standard operating administrative operations across departments.
  • Support and standardize data governance and metrics for reporting across the Division.
  • Serve as a resource to other departments within the Division of Finance as needed, providing executive-level administrative support and program management in alignment with evolving business needs or during potential EA support consolidation initiatives.
  • Maintain discretion and confidentiality while working with sensitive information and executive-level decision-makers.
  • Perform additional duties as assigned.

Qualifications

  • Bachelor's Degree and 3 to 5 years of experience or an equivalent combination of education and experience required.
  • Five to seven years preferred of progressively greater responsibility with experience in one or more of the following areas: administrative operations and planning at the senior/executive level, accounting and finance analysis support and administration, reporting and executive University level communications and service delivery to high priority initiatives and senior level administration.
  • Strong knowledge of administrative/financial management, financial systems/training, and various programs that support clerical/administrative tracking, facilities requests, University-wide committee work, and program/project management.
  • Demonstrated ability to manage multiple responsibilities and projects in a time-sensitive manner while working effectively with a wide variety of internal and external partners at the staff and senior level.
  • Proven ability to interact with tact, diplomacy, and clear communication with all levels of senior leadership, internal and external to the organization.
  • Experience and demonstrated skills/experience working with confidential and sensitive information. Ability and willingness to shift priorities and focus based on business needs and key initiatives driven by the Comptroller's Office, entire Division of Finance departments, and the University at large.
  • Able to work under tight deadlines and conditions accurately, quickly, and efficiently. Work well in a fast-paced environment and demonstrate skills in managing conflicting priorities and deadlines with ease.

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, and in alignment with salary ranges based on external market data for the job's level.
