Primary Purpose Of The Organizational Unit:

The North Carolina Rated License Assessment Project (NCRLAP) is a collaborative project between the NC Division of Child development and the University of North Carolina at Greensboro. NCRLAP conducts voluntary assessments for child care centers and family child care homes within the NC Star Rated License System. In this way, NCRLAP plays a central role in the licensing process of child care facilities.

Position Summary:

This position has significant operational responsibilities in terms of its leadership and supervisory roles, as well as specific responsibilities related to office management, coordinating the scheduling team, budget management, and other duties.

Minimum Qualifications:

HIGH SCHOOL DIPLOMA OR EQUIVALENCY AND TWO YEARS OF PROGRESSIVELY RESPONSIBLE ADMINISTRATIVE/OFFICE MANAGER EXPERIENCE, INCLUDING SOME EXPERIENCE AS A LEAD WORKER; OR EQUIVALENT COMBINATION OF TRAINING AND EXPERIENCE.

Preferred Qualifications:

  • A four -year degree in the Early Childhood Education field with at least 2 years business experience, or a four -year degree in Business with at least 2 years of experience in the field of Early Childhood Education or related 4 -year degree.

Essential Tasks:

  • Administrative support:
    • Oversee others who perform main office duties and, at times, perform those duties.
      • These duties include scanning, shredding, printing, mailing, processing forms, assisting with DCDEE audits and reports, understanding features of the NCRLAP website, filing, and ordering supplies.
  • Manage the delivery of Facility Summary Reports and/or assessment reports:
    • Keep track of FSRs and ARs and ensure that they are delivered to customers (e.g., consultants, providers) in a timely fashion.
  • QC activities:
    • Review assessment reports to identify errors ensuring that the text is accurate and adheres to NCRLAP guidelines.
    • Assist in enhancing the overall quality and professionalism of the AR before they are completed.
  • Deliver monthly progress reports:
    • Prepare and send monthly progress reports to the DCDEE, update and manage calendar reminders for these reports, and upload completed reports to NCRLAP’s website.
  • Website Administrator:
    • Get passwords, access special pages or tools, add/remove members, make changes to certification information, access to most restricted components of our website.
  • Special Projects:
    • Special projects includes activities that NCRLAP staff undertake to innovate and introduce new technology, products, systems, and services (e.g., Making Connections, 3’s Practice Project, research, resource development, activities related to Outreach Assessments).
  • Staff conference leadership:
    • Participate and/or lead staff conference activities.

Supervision of NCRLAP staff

Essential Tasks:

  • Management/Supervision activities:
    • Plan, organize, and manage the day-to-day activities of assigned team (i.e., supervisees); includes, assigning and delegating tasks, managing calendars, and coordinating activities.
    • Requires a deep and ongoing understanding of team tasks and responsibilities, as well as an awareness of how these relate to NCRLAPs objectives.
    • Conduct regular meetings to assess progress, acknowledge achievements, address challenges, and provide guidance (as necessary).
    • Inspire and motivate team members to achieve their best work by recognizing accomplishments and fostering a positive work culture.
  • Goal setting:
    • Collaborate with your team to set clear and achievable goals that align with the NCRLAP’s objectives.
    • Goal setting includes a wide variety of goals and is not restricted to a specific type of goal (such as performance goals).
    • When feasible, follow the SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) criteria.
  • Training and development:
    • Identify training needs, provide opportunities for skill development, and provide support to enhance team member abilities.
    • Guide, facilitate, and oversee the process of integrating new employees into the organization (onboarding); which includes, setting the tone for NCRLAP’s culture and values, defining expectations, providing resources, mentorship, advocating for inclusivity, measuring success, coaching, etc.
  • Team meetings:
    • Regularly bring team members together to discuss shared goals, projects, and tasks that require collective effort.
    • Additionally, use meetings for information sharing, problem-solving, discussing NCRLAP goals and objectives, and team building (e.g., strengthening relationships among team members).
  • Effective communication:
    • Maintain clear and open lines of communication.
    • Use both oral and written methods of communication.
    • Seek to listen carefully and convey information, ideas, thoughts, and feelings clearly and accurately to promote mutual understanding.
  • Performance management:
    • Set supervisee performance expectations, provide regular feedback, and conduct performance evaluations.
    • Performance expectation should be guided by NCRLAP’s mission, objectives, and procedures.
    • Regularly evaluate supervisee’s work from a quality control lens; which aims to ensure that work is completed to the required standards and in alignment with NCRLAP objectives and quality benchmarks.
    • Requires a working knowledge of UNCG HR ePosition and ePerformance websites.
  • Supervisor-specific certifications:
    • This position requires the successful completion of the Supervisor certification.
  • Supervisor-specific documents:
    • Various documents, reports, and forms must be completed accurately and in a timely fashion.
    • Examples include timesheets, NCRLAP task requests, performance reports, performance appraisals, documents related to leave of absence (LWOP), budget requests, NCRLAP annual documents, monthly progress reports, etc.
  • Supervisor-specific meetings:
    • Actively participate in supervisor-level meetings (e.g., Admin Team, supervisor meetings).
    • Active engagement is manifest in many ways; including offering creative ideas and solutions relevant to the meeting’s objectives, engaging with respect and courtesy, asking questions, sharing insights, building on others’ points, staying on topic, and offering support.
  • Advocate for NCRLAP:
    • Supervisors act as advocates for NCRLAP’s Six Guiding Principles of Supervision by integrating them into the daily operations, culture, and development of their teams.
    • Their leadership and guidance play a vital role in ensuring that NCRLAP remains aligned with its mission and vision.

Budget and financial management

Essential Tasks:

  • Budget preparation and planning:
    • Assist the Project Coordinator and other stakeholders (e.g., Principal Investigator) in the development and preparation of annual budgets.
    • Collaborate with Contracts and Grants, other departments (e.g., Accounts Payable), and individuals (e.g., supervisors, PC, APC) to gather budgetary data for the various budget lines.
    • If needed, assist with mid-year budget revisions (e.g., prepare documentation for C & G).
  • Monitoring and reporting:
    • Track expenditures and ensure they align with the approved budget.
    • Alert management to any significant deviations from the budget.
  • Administrative financial tasks:
    • Handle routine administrative tasks related to budget management.
    • Organize and file budget documents and correspondence.
    • Manage and update budget-related documents and forms (e.g., spreadsheets, expenditures).
    • Make purchases of office supplies and assets (e.g., laptops, computers, monitors) as described in our contract.
    • Maintain detailed records of financial transactions using appropriate financial management system; including UNCG’s financial systems (e.g., Emburse Enterprise [aka ChromeRiver], pCard, Banner, UNCGenie) and NCRLAP’s website pages related to the budget (e.g., travel vouchers/gift cards, salary information on staff details page).
  • Assist with internal and/or external audits:
    • Prepare documentation and provide information as needed for auditing purposes.

Schedule assessments

Essential Tasks:

  • Schedule various types of assessments (e.g., DCDEE assessments, Outreach Assessment, research, reliability checks, trainings) in accordance with NCRLAP procedures.
  • This includes assigning eligible assessors to assessment based on scale qualifications, proximity, and availability as defined by NCRLAP procedures.
  • Reschedule assessments as needed; help assessors find solutions to ensure that assessments are completed in an efficient and timely manner.
  • Complete other tasks related to scheduling assessments; including maximizing assessor workload, optimizing workload across the entire team of assessors, scan and handle assessment documents, and other office duties.
  • Act as an ambassador and advocate for NCRLAP, fostering connections with ECE professionals, including child care providers, in a manner that cultivates positive relationships and instills trust.
