Position Overview

CFSA is seeking a hands-on Senior Developer to build, release, and operate STAAND (Stronger Together Against Abuse and Neglect in DC), the District's federally certified Comprehensive Child Welfare Information System (CCWIS).

The solution is built on Microsoft Dynamics 365 and Power Platform in a Government Community Cloud (GCC) tenant, with Azure services operating in Microsoft's commercial cloud.

This is a working technical lead role. The selected candidate will be actively involved in development, CI/CD, Power Platform ALM, code reviews, production support, releases, and direct engagement with business stakeholders.

Key Responsibilities

Hands-On Development

  • Develop complex Dataverse plug-ins and custom APIs using C#/.NET.

  • Build PCF controls and TypeScript/JavaScript client extensions.

  • Develop complex Power Fx, Azure Functions, Logic Apps, and integration components.

  • Build secure integrations across GCC and commercial Azure environments.

  • Optimize Dataverse performance, FetchXML, APIs, plug-in execution, portals, forms, and views.

  • Develop and maintain Power Pages portals, web roles, table permissions, and authentication flows.

  • Build automated unit, integration, and UI regression testing.

  • Conduct prototypes/spikes and address technical debt.

CI/CD, ALM & Release Engineering

  • Own Azure DevOps YAML multi-stage pipelines.

  • Manage Power Platform Build Tools, solution packaging, environment variables, connection references, and automated deployments.

  • Own branching, merge strategy, versioning, and source control.

  • Implement quality gates including static analysis, Solution Checker, dependency/secret scanning, and automated testing.

  • Automate Azure infrastructure using Bicep, ARM, or Terraform.

  • Plan releases, rollback procedures, go/no-go criteria, and post-deployment validation.

  • Support Dynamics 365 release waves and Power Platform updates.

Code Review & Engineering Quality

  • Act as primary PR reviewer and merge authority for protected branches.

  • Enforce coding, security, performance, and test-coverage standards.

  • Review for security vulnerabilities, secrets exposure, unsafe portal permissions, and PII/PHI handling.

  • Mentor developers and CFSA staff.

Production Support

  • Own production defect triage, diagnosis, RCA, and permanent fixes.

  • Maintain monitoring and observability using Application Insights, Azure Monitor, Dataverse audit/logging, and integration dashboards.

  • Support severity-based incidents, SLAs, and post-release hypercare.

  • Monitor capacity, API consumption, storage, licensing, and Azure costs.

  • Maintain backup, restore, disaster recovery, RTO/RPO, and operational runbooks.

Stakeholder Engagement

  • Work directly with social workers, supervisors, private agencies, fiscal teams, and other business users.

  • Lead requirements refinement, story elaboration, demos, and UAT.

  • Translate business requirements into buildable and testable acceptance criteria.

  • Support training, release communications, and help-desk escalations.

  • Communicate delivery status, risks, and technical trade-offs to CFSA leadership.

Required Experience

  • 16 years – Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Data Science, or related technical discipline.

  • 10 years – Progressive software development experience.

  • 6 years – Hands-on Dynamics 365 CE / Dataverse / Power Platform development.

  • 5 years – C#/.NET Dataverse plug-ins and custom API development.

  • 4 years – TypeScript/JavaScript and PCF development.

  • 4 years – Technical lead experience managing at least 3 developers.

  • 4 years – Azure DevOps YAML pipeline authoring and ownership.

  • 4 years – Power Platform ALM.

  • 4 years – PR review and merge authority.

  • 4 years – Production support with severity tiers and SLAs.

  • 4 years – Azure Functions, Logic Apps, API Management, Service Bus, and Key Vault.

  • 3 years – Automated unit, integration, and UI regression testing.

  • 3 years – Power Pages / portal development.

  • 2 years – Microsoft biannual release-wave experience.

  • 4 years – Direct business-user engagement and UAT.

  • 3 years – Secure development, secrets management, and PII/PHI handling.

Desired Experience

  • Government Cloud: GCC, GCC High, or Azure Government

  • Infrastructure as Code: Bicep / ARM / Terraform

  • Generative AI: Copilot Studio / Azure OpenAI / Azure AI Foundry

  • Data & Reporting: Power BI / Fabric / Synapse / Data Factory

  • Mentoring and capability transfer to government staff

Required Certifications

  • Microsoft Certified: Power Platform Developer Associate (PL-400)

  • Microsoft Certified: Power Platform DevOps Engineer Expert (AZ-400)

Preferred Certifications:
