Surface Fleet Readiness Analyst (Norfolk, onsite)

Innovative Technologies Corporation (ITC) is seeking Surface Warfare Readiness Analyst to support a proposal we are bidding on. This position will be performed onsite at Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) in Norfolk, Virginia. We estimate the award will be made in late September 2026 with a PoP starting November 18, 2026.

Provide Surface Force readiness and operations analysis focused on PESTONI metrics, Navy data sources, readiness gaps, data visualization, and courses of action supporting COMNAVSURFLANT decision-making.

Required Clearance

• Active Secret clearance required at the time of proposal submission and maintained for the life of the contract.

Required Education

• Bachelor of Arts or Bachelor of Science (BA/BS) degree (or higher) from an accredited college or university.

Required Qualifications

• Experience in the United States Navy in an Engineering or Combat Systems Department related billet at sea.
• Five years experience on an Echelon 3 or higher staff.
• Five years experience in data analysis for complex projects.
• Experience with analyzing specific metrics embedded within the PESTONI (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks) pillars of analysis.
• Ability to develop a comprehensive understanding of the Surface Force's business practices, primary (organic) data sources, secondary (non-organic) data needs, data gaps, and organic analytic capabilities to inform the development of a meaningful data visualization tool suite and predictive modeling needs for decision-makers at all levels.
• Expertise in oral and written English communications skills.
• Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint).

Desired Qualifications

• Study in an Analytics or Computer related field is highly desired.

Key Responsibilities

• Conduct in-depth data analysis of PESTONI pillars to identify and validate system and/or process gaps or barriers which reduce current Surface Force effectiveness.
• Develop and deliver independent analyses, point papers, and data visualizations on complex organizational and operational issues for Government review and use.
• Develop strategic and tactical FG analyses of Alternative courses of action supporting programs and initiatives within all the PESTONI pillars.
• Assess readiness by analyzing Navy datasets and other readiness systems and develop economic models to recommend changes in funding allocations, procedures, policy, staffing and training to improve waterfront readiness.
• Assist in identifying, validating, and eliminating FD and FG gaps related to the Surface Force to sustain ships and systems to achieve expected service life through rigorous data analysis.
• Facilitate working level and flag level collaborative meetings by providing integrated data models to improve waterfront readiness.

Compensation & Benefits

The Salary for this contingent hire position is $95,000–$125,000 based on experience and includes medical/dental/vision benefits, 10 days PTO and 7 days sick time; other benefits available.
