What are the responsibilities and job description for the Senior Navy Readiness Analyst – Surface Warfare (Norfolk, onsite) position at Innovative Technologies Corporation?
Innovative Technologies Corporation (ITC) is seeking Senior Navy Readiness Analyst with a strong Surface Warfare background to support a proposal we are bidding on. This position will be performed onsite at Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) in Norfolk, Virginia. We estimate the award will be made in late September 2026 with a PoP starting November 18, 2026.
Serve as the senior analytical and advisory SME supporting COMNAVSURFLANT Force Generation readiness, strategic analysis, Surface Force requirements, PESTONI metrics, and Flag-level decision support. This role is Key Personnel and is not a dedicated program management position.
Required Clearance
- Active Secret clearance required at the time of proposal submission and maintained for the life of the contract.
Required Education
- Master's degree (or higher) from an accredited college or university.
Required Qualifications
- Experience in the United States Navy as a post-Major Command Commander afloat or equivalent.
- Significant experience in United States Navy (or Department of Defense) major staffs (Echelon 2 or above).
- Recent (within last five years) experience analyzing Navy Surface Ship Class (both CRUDES and AMPHIB) requirements to include elements of manning, training, maintenance and equipping, and life-cycle sustainment of hull and systems.
- ·Recent experience (within last five years) in reviewing CNO and OPNAV strategic guidance, maritime strategy, or other Fleet and Joint Doctrines and making recommendations for revisions to programs and processes to improve operational readiness.
- Significant experience with analyzing specific metrics embedded within the PESTONI (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks) pillars of analysis.
- Recent experience (within the past five years) in reviewing, assessing and validation of Surface Warfare requirements, budget and execution within the larger Department of Defense Planning, Programming, Budget and Execution (PPBE) processes. This experience must include development of Flag-level requirement identification / validation and budget documents and operational / financial risk assessments.
- Deep understanding of the Secretary of the Navy and Surface Force's business practices, primary (organic) data sources, secondary (non-organic) data needs, data gaps, organic analytic capabilities and predictive modelling, develop alternative courses of action for decision-makers at all levels.
- Proficient in data analysis and its interpretation and development of viable alternate courses of action.
- Demonstrated experience producing executive-level analytical summaries, data visualizations, and quantitative reports for senior leadership.
- Proficiency with data visualization platforms (e.g., Tableau, Power BI) and interpreting machine learning or AI-driven analytical outputs.
- Expertise in oral and written English communications skills.
- Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint).
Key Responsibilities
- Develop and deliver independent analyses, point papers, and data visualizations on complex organizational and operational issues for Government review and use.
- Conduct in-depth data analysis of PESTONI pillars to identify and validate system and/or process gaps or barriers which reduce current Surface Force effectiveness.
- As analytical requirements evolve, develop and recommend new metrics, data models, and leading indicators to enhance the Government's ability to forecast future readiness.
- Facilitate working level and flag level collaborative meetings by providing integrated data models to improve waterfront readiness.
- Assess readiness by analyzing Navy datasets and other readiness systems and develop economic models to recommend changes in funding allocations, procedures, policy, staffing and training to improve waterfront readiness.
- Provide strategic level metric support in the examination of existing programs, processes, directives and instructions across the PESTONI pillars and develop formal Analyses of Alternatives for improvement.

Compensation & Benefits
The Salary for this contingent hire position is $175,000–$195,000 based on experience and includes medical/dental/vision benefits, 10 days PTO and 7 days sick time; other benefits available.
