As a Procurement Specialist,(Aerospace Buyer) you will:
- Execute end-to-end procurement activities for contingent labor, including subcontractors, leased labor, and consulting services, using multiple sourcing strategies.
- Lead the preparation, issuance, and evaluation of RFQs, RFPs, RFIs, and cost proposals, ensuring alignment with program requirements and timelines.
- Perform detailed cost and price analysis (including CAPA and price benchmarking) to assess supplier competitiveness, technical capability, and financial stability.
- Manage supplier performance against critical path milestones, proactively identifying risks to cost, schedule, and delivery.
- Monitor supplier progress and implement corrective actions to address performance gaps or delays.
- Review and validate Statements of Work (SOWs) to ensure compliance with internal policies, work instructions, and applicable state and federal regulations.
- Develop and execute negotiation strategies, leading formal negotiations covering pricing, delivery schedules, and contractual terms.
- Create and manage purchase orders in compliance with government regulations, including FAR/DFAR requirements.
- Administer procurement packages ranging from low to high complexity and value, ensuring accuracy and compliance throughout the lifecycle.
- Collaborate cross-functionally with Export/Import (EXIM), Legal, senior leadership, and internal/external stakeholders during reviews and approvals.
- Support issue resolution and escalation management, ensuring timely closure of supplier or stakeholder concerns.
Required Skills & Experience:
- Strong problem-solving ability with sound judgment in ambiguous or high-pressure situations.
- Proven commitment to ethical procurement practices and regulatory compliance.
- Excellent interpersonal and stakeholder management skills in diverse, cross-functional environments.
- Bachelor’s degree with 2 years of relevant procurement experience, or Master’s degree with 1 year of experience.
- Minimum 2 years of experience in DoD or government subcontracting, with working knowledge of FAR/DFAR, ITAR, and import/export regulations.
- Hands-on experience with SAP systems (PRISM/APEX) and procurement automation tools.
- Proficiency in various contract types, including Firm Fixed Price (FFP), Cost Plus, and Time & Materials (T&M).
