The Engineer III - Test Environment Management is the lead position assisting the Manager, Technical Test Data & Environment in directing, controlling, and managing the enterprise-level test environments.  It consists of using procedures, tools, and resources to manage multiple components like software, hardware, databases, test data, and applications. This position works in collaboration with the infrastructure team and TDM Engineers to ensure Test Environments are ready with necessary test data for Test execution and Delivery teams. Train and Guide TEM- Engineer Is/IIs as needed.

Key Responsibilities

  • Lead the design and development of test environment strategy and plans to support initiatives within assigned domains. Identify the environment’s requirements to effectively support the overall release cycles. Analyze existing environments and identify requirement gaps and immaturities. Develop and execute a plan to resolve, driving to closure in a timely manner.
  • Lead collaboration with Test Delivery and UAT Test Coordination teams to accommodate Test environment needs for QE engineers and UAT testers. Collaborate with Application Support, Internal Development, and Data Integration teams and external vendor teams in setting up the test environments for product upgrades/releases. Interact with project managers, Test Delivery and Governance managers to sequence projects for testing in a limited number of testing environments. Manage the coordination of efforts to configure environments and tracking the status of environment configuration activities.
  • Collaborate with the infrastructure team to configure a database or set up and configure several VMs to facilitate testing through understanding the technical requirements to set up test environments.
  • Prioritize Environment Build & Change Requests. Build, Reserve, Refresh, Reuse & Reclaim environments for project use as a mechanism to optimize our infrastructure resources.
  • Facilitate and resolve any environmental contentions/conflicts between the stakeholders.
  • Setup environment configurations, create environment maps, and generate environment matrix using a Test Environment Management tool.
  • Provide details on progress on the various environment requests for several applications and Data integration processes. Monitor & Report environment set up progress.
  • Use project planning and forecasting tools.
  • Work together with Test Data Management resources to ensure the test data is masked and ready for test execution.
  • Provide subject matter expertise in compliance review meetings.
  • Support a continuous release schedule across multiple groups.
  • Maintain advanced knowledge of the work effort involved to set up and configuring operating systems, networks, databases, and application servers involved in the creation of end-to-end testing environments.
  • Lead Test Environment/Data management teams. Lead, guide, and train other resources.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
  • Qualifications

    Education & Experience

    • A minimum of eight (8) years of Information systems and Quality Engineering experiences. Minimum five (5) years of experience working in Test Environment/Test Data Management
    • Experience working with various Product Vendors. Demonstrated ability in Design and developing test environment strategies and plans
    • Demonstrated track record of organizing and tracking the progress of multiple projects across the software development lifecycle
    • Have experience communicating with management on topics including project timelines, contingency plans, environment budgets, and resource allocation
    • Bachelor’s degree in Computer Science, Information Management or similar technical field from an accredited institution required

    • Extensive knowledge and understanding of:
      • Quality assurance processes and procedures to devise methods to enforce quality standards
      • The work effort involved to setup and configuring operating systems, networks, databases, and application servers involved in the creation of end-to-end testing environments
      • Test Environment Management and Test Data Management tools
      • Test Automation and CI/CD experience
      • Agile environment and DevOps
      • Technical work required to stand-up test environments, and ready to delegate this work to associated release engineering groups
      • Strong planning, organization, critical thinking, decision-making and communication (verbal and written) skills
      • Budget management skills. Proven skills in budget preparation fiscal management
      • Group presentation, leadership, team building, analytical and organizational skills
      • Robust analytical skills for both existing processes and identifying areas of opportunity
      • Excellent decision-making, problem-solving, team and time management skills
      • Good interpersonal, communication and organizational skills
      • Strong negotiation and influencing skills
      • Ability to train and guide TEM Engineer Is and IIs
      • Proven coaching/mentoring skills
    • Proven ability to:
      • Be a team player who will work effectively and pro-actively with internal and external stakeholders with the ability to integrate with all areas of IT and business

    Work Model Location

    This position is on a hybrid work schedule. (Monday & Friday - remote, Tuesday – Thursday onsite in Rancho Cucamonga, CA.)

    Pay Range

    USD $118,601.60 - USD $157,144.00 /Yr.
