Position Overview

Skyscraper / Infrastructure Construction is seeking a highly experienced Senior Construction Project Manager specializing in water and wastewater treatment infrastructure, including large-scale treatment plants, pump stations, underground utilities, process piping, and complex heavy civil construction projects.

We are specifically seeking a senior-level professional with extensive experience managing technically challenging municipal infrastructure projects in active operational environments. The ideal candidate must possess deep technical construction knowledge and a proven track record delivering complex wastewater projects involving:

  • Wastewater treatment plants
  • Emergency bypass systems
  • Pump stations and lift stations
  • Large-diameter underground pipelines
  • FRP/GRP pipeline systems
  • PCCP and ductile iron piping
  • Deep excavation and shoring
  • Utility relocations and bypass systems
  • Electrical and controls coordination
  • Construction in high groundwater conditions
  • Rehabilitation of aging utility infrastructure

This role requires someone who not only understands project management, but also fully understands how these facilities are physically constructed, sequenced, coordinated, and safely executed within congested and operational treatment plant environments.


Required Experience

Candidates must demonstrate direct experience managing projects similar in complexity to the following:

Wastewater Treatment Plant Emergency Infrastructure Projects

Experience with projects involving:

  • Emergency bypass systems
  • Bar screen systems
  • Influent structures
  • High-capacity bypass pumping systems
  • Operational continuity during live plant construction
  • Severe storm resiliency infrastructure
  • Rehabilitation of aging wastewater assets

Large Diameter Pipeline Installation

Experience managing installation and rehabilitation of:

  • 72-inch and larger pipelines
  • FRP/GRP piping systems
  • PCCP pipelines
  • Force mains
  • Gravity sewer systems
  • Deep underground utility systems

Complex Underground Utility Coordination

Experience coordinating:

  • Utility relocations
  • Electrical duct bank removals/replacements
  • Potable water lines
  • Sewer lines
  • Chlorine and chemical feed systems
  • Brine piping systems
  • Temporary bypass piping systems
  • High-risk tie-ins and shutdowns

Heavy Civil Construction in Active Plant Environments

Must have experience with:

  • Deep excavation
  • Groundwater management and dewatering
  • Shoring systems
  • Site restoration
  • Reinforced concrete structures
  • Structural rehabilitation
  • Construction sequencing within active facilities
  • Maintaining plant operations during construction


Key Responsibilities

Project Leadership

  • Lead complex wastewater and heavy civil infrastructure projects from preconstruction through final completion.
  • Manage all project phases including:
  • Planning
  • Procurement
  • Scheduling
  • Construction execution
  • Budget management
  • Quality control
  • Safety compliance
  • Startup and closeout

Technical Oversight

  • Review and interpret:
  • Civil drawings
  • Structural plans
  • Process/mechanical systems
  • Utility coordination plans
  • Electrical and instrumentation plans
  • Shop drawings and submittals
  • Coordinate construction around live wastewater operations and existing underground infrastructure.
  • Oversee construction sequencing for critical shutdowns and bypass operations.

Operations & Coordination

  • Coordinate subcontractors, engineers, inspectors, vendors, and municipal stakeholders.
  • Lead OAC meetings and manage client communication.
  • Resolve field conflicts and technical construction challenges.
  • Mentor project engineers and assistant project managers.

Financial Management

  • Manage project budgets, forecasting, change orders, and cost controls.
  • Oversee subcontractor procurement and contract administration.
  • Ensure projects remain on schedule and within budget.

Safety & Compliance

  • Enforce OSHA standards and company safety protocols.
  • Ensure compliance with municipal utility standards and environmental regulations.
  • Maintain strict safety controls for excavation, confined space, bypass systems, and operational facility work.


Required Qualifications

Experience

  • Minimum 10–15 years of construction project management experience.
  • Minimum 7 years specifically managing:
  • Wastewater treatment plant construction
  • Water treatment facilities
  • Pump stations/lift stations
  • Underground utility infrastructure
  • Heavy civil infrastructure projects
  • Experience managing projects valued at $10M–$50M .

Technical Knowledge

Strong understanding of:

  • Wastewater treatment processes
  • Influent and screening systems
  • FRP/GRP piping systems
  • PCCP and ductile iron pipe installation
  • Underground utility construction methods
  • Excavation and shoring systems
  • High groundwater construction
  • Dewatering operations
  • Process piping systems
  • Reinforced concrete structures
  • Municipal utility standards
  • Construction sequencing in active treatment facilities

Software

Proficiency with:

  • Primavera P6 and/or Microsoft Project
  • Procore
  • Bluebeam
  • Microsoft Office Suite
  • Construction cost management systems

Education

  • Bachelor’s Degree in:
  • Construction Management
  • Civil Engineering
  • Mechanical Engineering
  • Related field preferred
  • Equivalent heavy civil field experience will also be considered.


Preferred Qualifications

  • Experience with South Florida municipal utility projects
  • Experience with design-build or CMAR delivery methods
  • OSHA 30 Certification
  • PMP Certification preferred
  • Strong knowledge of FDEP and municipal wastewater regulations
  • Experience coordinating with public utilities and municipal agencies
