The Contract Specialist plays a critical role in the efficient administration of consultant agreements within the Central Survey Group (CSG) at the Port Authority. Reporting to the Supervisor of CSG or their designee, this position ensures compliance, accuracy, and timely execution of contractual obligations across all survey-related projects. The ideal candidate will manage the full lifecycle of contracts, including procurement, budget tracking, payment processing, and documentation, while maintaining strong coordination with internal teams and external consultant firms. With a focus on financial accountability, regulatory compliance (including M/W/DBE requirements via B2G and SAP), and project oversight, the Contract Specialist supports the seamless delivery of infrastructure projects. Responsibilities:
- Administer and monitor all Consultant Agreements and Purchase Orders for the Central Survey Group.
- Review and process consultant payment applications within one week of receipt, resolving discrepancies within five (5) business days.
- Prepare, update, and manage purchase orders in SAP and Business 2 Government (B2G) platforms, ensuring M/W/DBE compliance.
- Review change orders, desk audits of contractor billings, monthly reports, and contractor documentation for accuracy and completeness.
- Monitor contract performance, including MWBE reporting and Daily Narrative submissions.
- Prepare and maintain monthly accruals for the Comptroller’s office and ensure proper financial logging.
- Coordinate and prepare meeting minutes, correspondence, and scheduling for internal and external stakeholder engagements.
- Reconcile financial data and maintain accurate databases, records, and filing systems.
- Assist in renewal processes for Survey Consultant Agreements and support production meetings with external firms.
- Conduct follow-up calls and communications with consultant firms regarding rates, start/termination dates, and contractual issues.
- Ensure adherence to Port Authority specifications, contract documents, and internal procedures.
- Associate’s degree in business, engineering, or a related technical field, or equivalent from an accredited institution.
- OSHA 10 certification required.
- Two years of progressive experience in contract administration for construction or infrastructure projects.
- Strong verbal and written communication skills with demonstrated ability to work independently and manage multiple priorities.
- Proficiency in SAP, EIMS, AVM, B2Gnow, MS Office Suite (Word, Excel, SharePoint, Teams), and project management tools.
- Experience with financial reconciliation and contract document review.
- Ability to pass a high-level SWAC background check.
- Prior construction management or administrative experience is highly preferred.
