Job Description:

The Contracts Writer is responsible for drafting, reviewing, and coordinating Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), vendor contracts, and other agreements for the NC Health Information Exchange Authority (NC HIEA). This role works closely with business leads and cross-functional teams, including legal, privacy, security, finance, and procurement, to ensure agreements are accurate, compliant, and executed efficiently. The position also maintains a centralized SharePoint repository for agreements and ensures programs and services remain aligned with contractual obligations.

Key Responsibilities

• Draft, review, and coordinate MOUs, MOAs, vendor contracts, and other agreements.

• Collaborate with business leads, legal, privacy, security, finance, and procurement teams throughout the contract lifecycle.

• Track contract progress and ensure timely execution.

• Maintain an organized SharePoint repository for contracts and supporting documentation.

• Ensure agreements comply with organizational, legal, and regulatory requirements.

• Support alignment between NC HIEA programs, services, and contractual commitments.

Required Skills & Experience

• 7 years of experience drafting and executing MOUs, MOAs, vendor contracts, and similar agreements.

• 5 years of experience working with legal, privacy, security, finance, and procurement processes, preferably in healthcare or Health IT.

• 5 years of experience managing contract repositories in SharePoint.

• 5 years of experience supporting Health IT, interoperability, or Health Information Exchange (HIE) programs.

• 3 years of experience with Medicaid Advance Planning Documents (APDs) and federal funding processes.

• Strong writing, organizational, communication, and stakeholder management skills.
