Job Description:
The client is seeking an experienced Senior Application Systems Analyst & Designer to support the implementation of HR1 initiatives and Payment Error Rate Reduction (PERR) enhancements for Food and Nutrition Services (FNS/SNAP) programs. The selected candidate will work closely with NCFAST business teams, application development teams, state divisions, and county stakeholders to gather requirements, design application solutions, and support testing activities.
This role requires strong expertise in application design, business analysis, user experience design, social services case management systems, and SNAP/FNS program operations.
Key Responsibilities:
• Gather, analyze, and evaluate business and user requirements in collaboration with product owners, business stakeholders, and development teams.
• Create and document application design solutions, including proof of concepts (POCs), wireframes, and detailed functional specifications.
• Design graphical user interface (GUI) components, including menus, tabs, widgets, navigation controls, and search capabilities.
• Develop UI mockups and interactive prototypes to demonstrate application functionality and user experience.
• Present design concepts and solution recommendations to internal teams and key stakeholders.
• Incorporate user feedback and perform design refinements and layout adjustments.
• Assist in creating user stories, acceptance criteria, and functional documentation.
• Support test planning activities by developing test scenarios and participating in system, integration, and user acceptance testing.
• Collaborate with NCFAST Food Nutrition Services (FNS/SNAP) teams to design and implement application enhancements supporting HR1 and proactive quality control initiatives.
• Work closely with application developers to ensure solutions are implemented according to business requirements and design specifications.
• Participate in Agile ceremonies including sprint planning, backlog grooming, daily standups, reviews, and retrospectives.
• Support continuous improvement efforts related to application usability, quality, and operational efficiency.
Required Qualifications:
Experience
• 10 years of experience as an Application Systems Analyst, Systems Designer, Business Systems Analyst, or similar role supporting web-based applications.
• 10 years of experience working on application design projects involving web-based solutions.
• 10 years of experience building customer relationships, responding to business needs, and independently identifying solution options.
• 10 years of experience organizing, prioritizing, and following complex technical and business procedures.
• 10 years of business knowledge and implementation experience supporting SNAP/FNS and other federally regulated social service programs.
• 10 years of experience designing applications utilizing social services case management COTS (Commercial Off-The-Shelf) products.
• 5 years of hands-on experience with design tools such as Adobe Illustrator and Adobe Photoshop.
• 4 years of experience designing and developing dashboards using Power BI.
• 4 years of experience working within Agile methodologies including Scrum, Kanban, or SAFe.
Highly Desired Qualifications:
• 2 years of experience designing applications using low-code/no-code platforms such as Salesforce, Microsoft Dynamics, or similar technologies.
• 2 years of experience with DevOps practices, CI/CD pipelines, and Shift-Left Testing methodologies.
• Experience supporting government health and human services programs.
• Experience working with large-scale enterprise application modernization initiatives.
Skills:
• Proven work experience as a Application Systems Analyst and Designer or similar role for web applications
• Proven experience working on a variety of design projects involving web based applications
• Up-to-date knowledge and hands on working experience of design software like Adobe Illustrator and Photoshop
• Ability to develop relationships/partnerships with customer by responding to needs and exhibiting a sense of urgency; independently identify options.
• Ability to organize, prioritize, and follow complex and/or detailed technical procedures.
• Business knowledge and experience implementing SNAP and other federal programs as per the policy requirements.
• Experience designing applications using the social services case management COTS products
• Experience designing and/or developing dashboards using Power BI
