Position: Project Manager - Project Lead
Department: Environmental Services
Contract Duration: 12 months (with possibility for extension)
Position Overview
A state environmental services department is seeking an experienced Project Manager - Project Lead to establish and manage a new Office of Compliance Assistance. This role will serve as the program manager responsible for building this new office from the ground up, implementing IT technologies to evaluate compliance data, developing data systems to track Voluntary Disclosures, and establishing comprehensive guidelines and procedures.
Under limited supervision, you will manage and coordinate all tasks associated with establishing this critical office and implementing program objectives across multiple major, multi-agency, enterprise projects.
Key Responsibilities
Project Leadership & Planning
- Define project objectives and scope by reviewing proposals to determine timeframes, funding, procedures, and project life cycle phases for major multi-agency enterprise projects
- Coordinate and manage projects using established project management methodologies from inception through completion
- Determine and evaluate risks that may affect projects and implement risk mitigation strategies
Communication & Stakeholder Management
- Oversee development and execution of communication plans for organizational leaders, elected officials, regulated facilities, and the public
- Prepare status reports and provide regular updates to project stakeholders, sponsors, and champions
- Make presentations and prepare comprehensive reports
Project Execution & Oversight
- Review progress and status of all projects within the program to ensure deliverables, milestones, and tasks are completed according to deadlines
- Review requests and recommend changes from original specifications with project sponsors, teams, and stakeholders
- Create quality management plans and develop/maintain project documentation
- Oversee project design to ensure compliance with federal and state laws, agency criteria, codes, and regulations
Procurement & Contract Management
- Manage procurement processes required by projects
- Participate in contract negotiations resulting from Request for Proposal selections
Training & Development
- Assist in the development and delivery of project management training and workshops
Required Qualifications
Education & Experience
- Bachelor's degree required
- Experience managing large projects of moderate complexity and risk
- 20 years of experience in the environmental industry implementing state environmental programs (Special Requirement)

Preferred Qualifications
- Proficient in planning, organizing, and managing strategic and tactical assignments and project management activities associated with state-wide enterprise and agency-level information technology initiatives
- Expertise in managing the planning, execution, and successful delivery of numerous concurrent projects while ensuring alignment with organizational objectives
- Experience in delivering insightful and timely project performance reporting to enable data-driven decision-making
- Strong interpersonal and communication skills with ability to work effectively with diverse constituencies
- Ability to foster a cooperative work environment and cultivate a collaborative culture
- Deep business knowledge combined with management skills to inspire teams and achieve strategic goals
Work Arrangement Details
Location: Columbia, SC area - Fully onsite (5 days/week)
Candidate Requirement: Must be a state resident or reside within commuting distance of the work location
Interview Process: 1 round, in-person interview
Job Type: Full-time
Pay: $50.41 - $60.48 per hour
Expected hours: 40.00 per week
