Job Description:
A specific Department’s current scheduling practices are a mix in terms of format and functionality. There is no direct interfacing of project schedule with a Project Management Information System (PMIS). Schedule formats consist of vendor-submitted P6/MSP schedules, in-house MSP schedules, or simple milestone-only schedules maintained in Excel or a PMIS.
This Department’s PMO has launched an initiative to centralize project/program schedules in a P6 instance, with the priority objectives of easing reporting requirements on the Project Managers, and enabling better processes for schedule development, updating, and monitoring/controlling. This centralization is expected to also support the processes of change management and control, and (potentially) cost/resource forecasting.
Client is seeking professional scheduling services to support this effort. The Director of PMO Governance is seeking a Master Scheduler to help with anything and everything project scheduling related, such as (but potentially not limited to):
** Act as Master Scheduler for key projects being executed by the Department, that may be lacking a Master Scheduler for improving and maintaining an IMS
Drafting and maintaining Guidelines pertaining to baseline and progress update schedule requirements for Project Managers
Training our Project Managers along the way
Drafting and maintaining a Scheduling Technical User Guide for the PMO Project Controls staff to utilize in performing scheduling duties (how to use P6 in our roles to achieve our specific department objectives)
Mentoring and training the PMO Project Controls staff on using P6 and project scheduling standards/best practices
The candidate should expect to learn about the portfolio by communicating directly with Project Team members to make discoveries regarding scope of work, current scheduling practices in place, current schedule deliverables executed, and challenges surrounding the schedule. This will also be an opportunity to define scheduling policies and protocol for the Department.
• Work with Project/Program Leadership and Controls teams to develop and maintain integrated master schedule, including layouts and reports for various level stakeholders.
• Collaborate on master risk register and project budget baseline to integrate with IMS as necessary.
• Perform CPM analysis of contractor schedule submissions, to determine schedule changes in dates, durations, float, logic, responsibility, and to integrate with IMS.
• If necessary - Perform CPM analysis to validate Contractor delay claim submissions, including preparing reports to explain to Senior Management.
• Collect ongoing performance data such as installed quantities, expended labor and other progress measurement data, to update IMS and facilitate performance reporting.
• Track potential changes to ensure IMS is inclusive of ongoing PCOs/COs and to ensure visibility with the executive sponsor.
• Drive evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
• Collaborate with required internal and/or external stakeholders to maintain an IMS.
• Proficient in SharePoint, MSPS, and Primavera
• Experience with PMIS and vendor interaction/collaboration systems
• Demonstrated project controls implementation in a project setting, primarily schedule skills (schedule management, schedule reporting)
Preferred project experience on improvement projects and SOGR maintenance programs, primarily pertaining to heavy rail stations and facilities infrastructure
• Strong focus on collaboration, team building, and customer service
• Ability to work diplomatically across teams with varying objectives
• Effective oral, analytical and written communication skills across all levels
• Competent to organize and present project portfolio reports, proposals, and other related portfolio information
