Commissioning Manager (Permit to Work / PTW)
About the Role
We are seeking an experienced Commissioning Manager (Permit to Work / PTW) to join a major hyperscale data center construction project in Waco, Texas.
This is a critical site leadership role responsible for the development, implementation and day-to-day management of the site's Permit to Work (PTW) system throughout construction, commissioning and energization activities. Working closely with the General Contractor, Commissioning Team, Client Representatives and Trade Contractors, you will ensure all work is planned, coordinated and executed safely while maintaining the highest standards of compliance and operational control.
Key Responsibilities
- Lead the site's Permit to Work (PTW) programme across all construction and commissioning activities.
- Review, approve and coordinate permits including hot work, cold work, confined space entry, excavation, lifting operations, working at height and energized electrical work.
- Manage Lockout/Tagout (LOTO) and hazardous energy isolation processes in conjunction with commissioning and electrical teams.
- Coordinate simultaneous operations (SIMOPS) across multiple contractors and work fronts to minimise risk and avoid operational conflicts.
- Verify isolations and field conditions before permit approval and carry out routine compliance inspections throughout the permit lifecycle.
- Support electrical energization, commissioning and Integrated Systems Testing (IST) activities.
- Work closely with commissioning managers, electrical superintendents, construction managers, subcontractors and client representatives to ensure safe execution of all work.
- Conduct regular site audits, safety observations and permit compliance reviews.
- Drive continuous improvement of PTW procedures, work controls and site safety processes.
- Promote a strong safety culture across all contractors and project stakeholders.
Requirements
- Minimum 10 years' experience within construction, commissioning or industrial operations.
- Proven experience developing, administering or managing Permit to Work (PTW) systems on large-scale construction or industrial projects.
- Strong background working with electrical distribution systems including switchgear, generators, UPS systems and medium/high-voltage equipment.
- Experience supporting mission-critical, data center, power generation or other complex infrastructure projects.
- Excellent knowledge of Lockout/Tagout (LOTO), hazardous energy control, isolations and SIMOPS.
- Strong understanding of OSHA 1926, NFPA 70E and industry best practices relating to Permit to Work and electrical safety.
- Experience coordinating multiple contractors within live construction or commissioning environments.
- Excellent leadership, communication and stakeholder management skills.
Preferred Experience
- Hyperscale or colocation data center construction.
- Commissioning and Integrated Systems Testing (IST).
- Electrical commissioning and energization planning.
- Digital Permit to Work systems.
- Previous experience working for major mission-critical contractors, EPCs or commissioning organisations.
