TITLE: Technical Planner
REPORTS TO: Planning and Execution Manager
FLSA STATUS: Non-Exempt
PAY RANGE: $32.00-$38.00 per hour DOE
FT / PT STATUS: Full Time
LOCATION: Customer Facilities, Shipyard(s)
Summary
Responsible for identifying, documenting, and reporting shipboard deficiencies during inspections. Developing technically accurate technical work instructions for production use. Resolve technical specification conflicts with material requirements and develop material breakdown structures for end use of purchased material. Assisting in material identification for project/production use, and validation that material is technically accurate before triggering its purchase. Utilize statements of work, technical drawings, technical manuals and publications, blueprints, and specifications to develop job material lists for shop and shipboard production work. Maintain historical documentation to ensure the basis of decisions is understood and available to support material cost estimates.

Essential Duties & Responsibilities
- Identify and develop accurate Technical Work Instructions in support of production work.
- Determine Technical Work Instructions required for approved scopes of work.
- Resolve technical specification conflicts or provide technically approved substitutes.
- Utilize statements of work, drawings, technical manuals and publications, blueprints, and specifications to develop Technical Work Instructions for production work.
- Coordinate with production teams to develop repair/replacement plans.
- Determine Objective Quality Evidence and test requirements.
- Coordinate with project team members to determine need dates for Technical Work Instructions and submit technical clarifications.
- Obtain the IMIA Structural Inspector Certification.
- Assist Purchasing with finding qualified vendors.
- Develop Job Material List from technical references and drawings.
- Other duties as assigned.

- Computer experience includes proficiency with Microsoft Office and Adobe Acrobat Programs.
- Proficient communication skills, oral and written, and well organized.
- Ability to effectively work with a variety of other people, especially other company personnel.
- Knowledge of work items and material procurement.
- Working knowledge of functional areas of production, such as trades, scheduling, quality assurance, and technical writing.
- Familiarity with Government publications and standards for specifications and manuals.
- Working knowledge of Naval Ship repair and installation practices, such as welding and fitting.
- High School diploma, General Education Development or equivalent work experience required.
- Minimum four (4) or more years working in a shipyard production environment, preferably in US Navy repair or new construction shipyards.
- Office work using hardware and software functions.
- Shop and shipboard visits to assess material conditions and conduct ship checks for Technical Work Instruction development.
- Bending, crawling, climbing, and walking on U.S. Navy ships in spaces and tanks and in company facilities.
- Hot and cold temperatures during the work shift, dependent on time of the year and location of work.
- Within the shipyard and company facilities, high noise levels, fumes, airborne particles, hazardous machinery, confined spaces, and dusty conditions.
