The Technical Business Analyst will serve as a liaison between business stakeholders, technical teams, and federal agency leadership to translate requirements into actionable solutions. This role combines business analysis expertise with strong technical knowledge to support system development, process improvements, and IT modernization efforts. The analyst will gather, document, and validate requirements, support solution design, and ensure that technical implementations align with mission priorities, federal standards, and agency objectives.
Key Responsibilities:
- Elicit, analyze, and document functional and technical requirements through stakeholder interviews, workshops, and process reviews.
- Develop business process models, data flow diagrams, and technical specifications to support system development and integration.
- Collaborate with developers, architects, and testers to ensure requirements are clearly understood and properly implemented.
- Support Agile and DevSecOps delivery by writing user stories, acceptance criteria, and backlog items in tools such as Jira, Azure DevOps, or equivalent.
- Translate business needs into technical requirements for applications, databases, reporting tools, and integration solutions.
- Conduct gap analyses, impact assessments, and feasibility studies for IT modernization and system migration projects.
- Assist in system testing, UAT (User Acceptance Testing), and quality assurance by validating requirements against deliverables.
- Prepare technical and business documentation, including requirements traceability matrices, design artifacts, and user guides.
- Provide data analysis, reporting, and visualization to support decision-making and performance monitoring.
- Ensure compliance with federal IT standards, security, accessibility (e.g., Section 508), and records management policies.
- Communicate complex technical concepts in a clear and concise manner to non-technical stakeholders.
- Support change management, training, and stakeholder engagement activities for system rollouts.
- Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related field.
- 5 years of experience as a Business Analyst with technical project involvement, preferably on federal contracts.
- Strong knowledge of SDLC methodologies, Agile frameworks, and requirements management practices.
- Experience with requirements gathering, process modeling, and technical documentation.
- Proficiency with requirements and project management tools (Jira, Confluence, Azure DevOps, DOORS, or similar).
- Familiarity with databases, APIs, cloud services, and system integration concepts.
- Strong analytical, problem-solving, and critical thinking skills.
- Excellent communication and presentation skills with the ability to engage both technical and non-technical stakeholders.
- Ability to obtain and maintain a federal security clearance.
- Master’s degree in IT, Business, or related field.
- CBAP, CCBA, PMI-PBA, or Agile/Scrum certifications.
- Experience with federal IT modernization, cloud migration, or COTS integration projects.
- Knowledge of federal IT compliance requirements, including FISMA, Section 508, and data governance.
- Hands-on experience with data visualization tools (Power BI, Tableau) or SQL for analysis.
- Must be able to obtain a public trust clearance.
