Position overview: 

The Department of Healthcare and Family Services, Bureau of Professional and Ancillary Services is seeking a dynamic and experienced professional to join our leadership team in the Non-Institutional Provider Program. In this role, the selected candidate will direct and oversee provider billing and claims support, guide staff, and ensure compliance with agency policies and federal regulations.

 

The ideal candidate will possess strong leadership, organizational, and analytical skills, experience in public and business administration, and a proven ability to collaborate with providers to resolve billing and payment issues. The candidate will have the opportunity to lead program development, influence policy implementation, and work closely with providers and internal teams to enhance operational and program outcomes.

Essential Functions

  • Subject to management approval, serves as the Non-Institutional Provider Program Supervisor by planning, directing and evaluating the statewide non-institutional providers Billing and Claims Support Program, including the development and implementation of program goals, objectives, policies, and procedures
  • Serves as a full-line supervisor
  • Directs the interpretation and application of Medicaid policies, billing and payment procedures, and related rules and regulations to ensure compliance with state and federal requirements
  • Reviews and evaluates drafts of policies, rules, regulations, provider handbook materials, and provider notices to ensure clarity, accuracy, and alignment with program objectives
  • Serves as the agency’s representative in meetings with providers, other agency representatives, and stakeholders to address issues and clarify policies related to medical care and services
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of (4) four years of college, preferably with courses in medical social work/health and human services, or business or public administration
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services

Preferred Qualifications

  • Three (3) years of experience in public and business administration demonstrating knowledge of principles and practices, including government programs, operations, staff management, and Medicaid policies and procedures
  • Three (3) years of experience leading the development and management of a supportive medical program for a public or private organization
  • Three (3) years of experience working with a Medicaid Management Information System (or similar medical system/s) for eligibility and electronic billing, including non-institutional claims processing and resolving billing payment issues with practitioners
  • One (1) year of experience developing IT system programming logic change request to resolve operational or technical issues
  • Three (3) years of experience working closely with providers to support payment cycles and resolve billing issues, utilizing knowledge of CPT, ICD-10-CM, and HCPCS coding for medical services
  • One (1) year of experience researching and analyzing claims data using Excel or other data analytics tools, with the ability to provide actionable insights and feedback
