Position Overview:

 

The Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Accountability and Compliance is seeking to hire a Chief Accountability Officer (CAO)/Bureau Chief. The CAO is mandated pursuant to 30 ILCS 708/50, Section 50(b). This position works closely with executive financial leadership, the Office of the General Counsel, Division of Medical Programs’ leadership, and other organizations within the Department and is responsible for the Department’s implementation and compliance with the Grant Accountability and Transparency Act (GATA). In addition, this position will manage the Statutory Mandate and Agency Responsibility (SMART) application and policy, along with overall Department fiscal monitoring for grants, contracts, and agreements.

Essential Functions

  • Subject to management approval, serves as the Chief Accountability Officer for the Illinois Department of Healthcare and Family Services (HFS), Division of Finance by implementing and maintaining the Department’s grant accountability program.
  • Serves as the Department’s financial monitoring compliance leader, overseeing the implementation of accountability and transparency in the use of grants, contracts, and agreements.
  • Serves as the Department representative to GOMB to implement objectives impacting the Statutory Mandate and Agency Responsibility (SMART) application and policy.
  • Serves as full line supervisor.
  • Establishes and maintains a systematic process for notifying the public of grant programs and the life cycle of a grant award.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, grant administration, and/or finance.

Preferred Qualifications

  • Four (4) years of professional experience with fiscal monitoring and compliance with grants, contracts, and agreements.
  • Four (4) years of professional experience with financial methods, procedures, and practices to assess the financial stability and overall risk of recipients of Federal and State grants, contracts, and agreements.
  • Four (4) years of professional experience participating in the development and implementation of standard operating policies, procedures, performance standards, and/or process improvements.
  • Four (4) years of professional experience assessing fiscal/policy impacts of legislation proposed or enacted by a legislative body such as the Illinois General Assembly or the US Congress.
  • Four (4) years of experience in the development and management of a major agency or public/private organization program.
  • Four (4) years of professional supervisory experience with management and leadership skills.
  • A master’s degree in finance, business or public administration, or accounting.

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires the ability to utilize and maintain state issued equipment such as a laptop.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This includes the ability to work evenings and weekends.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Healthcare and Family Services’s discretion.
