Position Overview:

The Law Enforcement Training and Standards Board (ILETSB) invites well qualified candidates to apply for the position of Agency Curriculum & Testing Counsel. This position is responsible for acting as Agency Curriculum & Testing Counsel with explicit policy making authority and assists in the development and certification of Board courses. The ideal candidate for this position will have practical experience in conducting site visits, inspections, and documentary review of approved training schools. This position is responsible for the review of all certification examinations to ensure that the examinations remain relevant to the course content and demonstration of proficiency. The ideal candidate will possess the ability to work in a fast-paced environment, be highly organized, be able to maintain and develop positive, cooperative working relationships, and be capable of multi-tasking to keep up with the demands of a busy and growing agency. ILETSB is conveniently located at the southern edge of downtown Springfield in a beautifully maintained building across from the Lincoln’s Home National Historic Site with free secured parking on-site.

Essential Functions

  • Serves as Agency Curriculum & Testing Counsel with explicit policy making authority.
  • Assists in the development and certification of Board courses.
  • Conducts site visits, inspections, and documentary review of approved training schools.
  • Reviews all certification examinations to ensure that the examinations remain relevant to the course content and demonstration of proficiency.
  • Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with possession of a degree from an accredited law school.
  • Requires possession of a current and valid Illinois law license.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers two (2) or more years of prior experience with and knowledge of the law as applicable to criminal justice, law enforcement, and law enforcement agencies.
  • Prefers two (2) years or more of prior experience with and knowledge of curriculum development and law enforcement training concepts.
  • Prefers two (2) years or more of proven ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
  • Prefers two (2) years or more of demonstrated ability to develop and maintain positive and cooperative working relationships with governmental administrators, staff, and external partners.

Conditions of Employment

  • Possession of current & valid Illinois license to practice law.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or lastminute overtime. This requires the ability to work evenings and weekends
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other law enforcement/criminal justice related topics relevant to the job duties.
  • Requires ability to pass a criminal background and employment history check.

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
