This position serves as a Classification Specialist, performing complex, specialized duties in position classification, managing an assigned caseload of technical classification requests and assignments. In this role you will conduct technical reviews of positions descriptions which includes research and comparative analysis to determine proper allocation of class title, duties and option, proper levels of duty authority and structure/reporting levels, researching for duplication of work, and reviewing requirements to verify they correctly support the class title and option; utilize the classification tracking log and DoIT Hiring Tracking Portal to maintain assigned caseload of requests, projects, and assignments; review, research, and prepare time-sensitive reports; collaborate with Classification Program Manager, personnel staff, Hiring Managers, and other staff upon request to address Classification matters; and assist the Classification Program Manager with Personal Service Contracts-Description of Services (PSC-DoS). Essential Functions

  • Under general direction, serves as a Classification Specialist for the Department of Innovation and Technology (DoIT), performing complex, specialized duties in position classification, managing an assigned caseload of technical classification requests and assignments.
  • Utilizes the classification tracking log and DoIT Hiring Tracking Portal to maintain assigned caseload of requests, projects, and assignments.
  • Reviews, researches, and prepares time-sensitive report.
  • Collaborates with Classification Program Manager, personnel staff, Hiring Managers, and other staff upon request to address Classification matters.
  • Assists Classification Program Manager with Personal Service Contracts-Description of Services (PSC-DoS).
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Specialized Skills

  • Requires two (2) years of professional experience managing a caseload of classification functions, including conducting studies, drafting and reviewing job descriptions, and processing new establishments, clarifications, position movements (realignments), and organizational charts.
  • Requires two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts, or comparable regulatory frameworks, to position classification reviews, job description analyses, and organizational structure determinations.
  • Requires two (2) years of professional experience managing a caseload of technical classification requests, assignments, and projects utilizing a tracking system or portal to monitor status and provide timely updates.

Preferred Qualifications

  • Two (2) years of professional experience managing a caseload of classification functions, including conducting studies, drafting and reviewing job descriptions, and processing new establishments, clarifications, position movements (realignments), and organizational charts.
  • Two (2) years of professional experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts, or comparable regulatory frameworks, to position classification reviews, job description analyses, and organizational structure determinations.
  • Two (2) years of professional experience managing a caseload of technical classification requests, assignments, and projects utilizing a tracking system or portal to monitor status and provide timely updates.
  • Two (2) years of professional experience conducting technical reviews of job descriptions, including research and comparative analysis to determine proper allocation of class title and option, duty authority, reporting structure, potential duplication of work, and appropriate bargaining code.
  • One (1) year of professional experience drafting and updating organizational charts in MS Visio, or similar tools, and maintaining accurate position descriptions in MS Word or other documentation system.
  • Extensive knowledge of MS Word, Excel, Teams, Outlook, WebEx, or SharePoint with the ability to create and maintain status reports and collaborative documentation to support classification functions.
  • Ability to research, analyze, and interpret classification-related information, including job descriptions, organizational structures, and regulatory requirements, to prepare accurate reports, identify trends or issues, and develop well-supported recommendations for management decision-making.
  • Developed verbal and written communication skills with the ability to clearly convey technical classification information to managers and staff at varying levels of understanding.
  • Ability to gain and maintain cooperative working relationships.
  • Demonstrated multi-tasking skills with the ability to manage competing priorities and meet deadlines in a high-volume, fast-paced environment.
