Essential Functions
- Under general direction, serves as an Application Developer for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Public Health (IDPH), performing difficult and specialized professional work in the Information Technology area of Application Services.
- Performs complex analysis and consults with the Project Manager on data analysis for input into the Illinois Disease Surveillance System and other assigned systems and applications.
- Provides input and assists the Project Manager with the creation and modifications of design documents.
- Assists the Project Manager with the implementation and deployment of assigned applications to the application servers.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires one (1) year of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications (In Order Of Significance)
- One (1) year of professional experience developing and maintaining Java-based application integrated with SQL Server in an enterprise environment .
- One (1) year of professional experience performing data analysis to support application development, including identifying data requirements, validating data integrity, and translating findings into functional design elements.
- One (1) year of professional experience participating in application deployment and performance monitoring within a multi-tiered environment, including coordination with server and network support teams.
- One (1) year of professional experience creating or modifying system documentation including design documents, data specifications, and interface descriptions for application services.
- Working knowledge of designing, building, or modifying HL7 or HL7 FHIR interfaces using tools such as IBM WebSphere Transformation Extender or Rhapsody.
- Working knowledge of healthcare interoperability standards and data exchange protocols including HL7 x2.x, HL7 FHIR, or CDA.
- Ability to troubleshoot, diagnose, and resolve system and interface issues in a production environment, including coordination with developers and support staff.
- Developed verbal and written communication skills to present complex technical information and data findings to both technical and non-technical audiences.
- Ability to work effectively in a team-based development environment, maintaining positive working relationships with technical staff, project managers, and client stakeholders.
