Job Description

Idaho State University's Continuing Education and Workforce Training (CEWT) is looking for a collaborative, industry-focused, and self-directed professional to serve as our Workforce Development Manager. In this role, you will lead employer-driven workforce initiatives across southeastern Idaho’s seven-county region, connecting education and training opportunities with real regional needs.

Working within the Talent Pipeline Management (TPM) framework, you will partner with employers, education providers, industry associations, workforce agencies, economic development organizations, and community partners to identify workforce gaps and build stronger talent pipelines. The goal is to help employers think beyond immediate hiring challenges toward long-term strategies around recruitment, retention, upskilling, and career pathways. Success in this role requires the ability to proactively build and sustain relationships with key partners, identify opportunities, and move workforce priorities forward.

This position supports Idaho's statewide TPM initiative and will actively participate in Industry Hub activities. Current regional focus areas include Healthcare, Nuclear, and Mining, with Region 5 serving as the statewide facilitator for the Healthcare Industry Hub.

This position is not eligible for new visa sponsorship at this time. Candidates who already hold valid U.S. work authorization may be considered

Key Responsibilities

Regional Employer Engagement:

  • Build and maintain strong working relationships with employers, education partners, workforce agencies, economic development organizations, industry associations, and community stakeholders across the region.
  • Actively seek out and engage the employers, agencies, and community partners whose participation shapes regional workforce development outcomes.
  • Meet regularly with business and industry leaders to understand workforce challenges, skills gaps, and training needs.
  • Proactively facilitate employer-led discussions around workforce shortages, talent pipeline development, incumbent worker training, and emerging industry trends.
  • Gather workforce demand data and identify opportunities to align training programs with regional industry needs.
  • Represent CEWT as a liaison between training institutions and industry partners at employer meetings, workforce collaboratives, conferences, and regional or statewide initiatives.

Program Development and Coordination:

  • Develop and coordinate workforce training opportunities that respond to industry and community needs.
  • Research local, regional, and national workforce trends to identify or anticipate new program opportunities.
  • Recruit and support qualified instructors, facilitators, and subject matter experts.
  • Connect employers with training programs, conferences, workshops, and other workforce development resources.
  • Exercise independent judgment in advancing projects, following up with partners, and sustaining momentum on workforce initiatives.

Administrative and Strategic Support:

  • Maintain records and prepare reports related to TPM initiatives, industry partnerships, and CEWT-supported programs.
  • Participate in strategic planning and special projects that support CEWT's mission and regional workforce priorities.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in workforce training, business, education, organizational leadership, human resources, economic development, communications, or a related field; or equivalent combination of education and experience.
  • At least three (3) experience working with business and industry partners, training coordination, project management, or community engagement.
  • Strong communication, relationship-building, facilitation, and organizational skills.
  • Demonstrated ability to be a self-starter, take initiative, work independently and collaboratively, and proactively build and sustain relationships with employers, community partners, and other constituency groups.
  • Comfortable managing multiple projects and priorities at once.
  • Proficiency with Microsoft Office and standard business technology platforms.

Preferred Qualifications

  • Demonstrated experience in workforce development, customized training, continuing education, apprenticeship programs, or Talent Pipeline Management.
  • Knowledge of Idaho workforce systems, industry partnerships, and regional economic development.
  • Experience coordinating conferences, events, employer collaboratives, or professional development programs.
  • Marketing, outreach, or business development experience.
  • Experience working within healthcare, nuclear, mining, manufacturing, or skilled trades sectors.

You must submit your CV/resume, cover letter, and list of three (3) professional references, including current contact information.
