The Lead INL Special Security Officer (SSO) for INL secured facilities has full responsibility for compliant and secure operations of INL sensitive compartmented information facilities (SCIFs). This position includes responsibilities for Collateral, SCI, Top Secret, and Intelligence programs within the SCIF and across N&HS programs and facilities. The applicable SSO role for this position is currently the INL SCIF at the CSI facility with oversight and support to all INL SCIFs. This position is appointed by DOE-IN and is the primary SSO point of contact for interactions with DOE-IN (HQ). Acts as a consultant for general physical security issues COMSEC, TEMPEST, non SCIF collateral areas for N&HS from within the Secure Operations support team.   Major duties and functions of the job involve coordinating and providing a wide range of complex and high quality support services for physical security and information protection. The position requires working with a high degree of independence in assuming full responsibility of efficient operations and organization of the Field Intelligence Element (FIE) personnel and security systems. This position requires excellent communication and inter-personal skills to work with all levels of INL staff and external customers. The position requires broad expertise in security requirements for executing the national security mission within very strict statutory and regulatory constraints. Provides security consultation to the Director of the INL FIE and the Secure Operations Manager to assist in assuring compliance with all applicable Executive Orders, Director of National Intelligence Directives, and DOE procedures. The position provides opportunities to provide relevant technical assistance to intelligence RDD&D projects. This position is looked upon as a subject matter expert and authority in planning and execution of INLs strategic goals and critical outcomes associated with classified mission. Contributes to solutions addressing national level issues or issues affecting all national laboratories engaged in classified work. This position mentors and trains all alternate SSOs and has regular interface on behalf of the Laboratory with high level officials in DOE-IN and other intelligence and DoD agencies. Assigns schedules and tasks in coordination with various line management and security officers. Demonstrates ability to manage work load and schedule, professionally and creatively. Keeps current on technology trends and advancements, pertinent company (ICD, DOE, INL) procedures requirements and policies.

Qualifications:

Must be a US Citizen and be able to obtain and maintain a Department of Energy (DOE) Security Clearance Bachelor's degree and eight years of relevant experience or Master's Degree and 6 years.16 years of relevant experience may be accepted in lieu of degree.  Fully functioning and fully knowledgeable and experienced in two or more of the following security disciplines: Personnel Security, Physical Security, Information Security, industrial, or information systems security.  An in-depth knowledge of SCI security policies and SSO procedures, as well as knowledge of general security policies is required.  The incumbant must make fully informed decisions related to the SCIF without appreciable direction. Errors will significantly impact the operation of the SCIF. Knowledge of and experience working for/or in the Intelligence Community (IC). Knowledge of IC rules, regulations and executive DOE, DOE-IN or IC special access programs, or other extremely sensitive types of information. FIE SSOs are recognized across the DOE complex as very high level security professionals with authority and responsibility second only to the FIE Director.   Selective Service Requirements   To be eligible for employment at INL males born after December 31, 1959 must have registered with the Selective Service System (SSS).
