Job Description

INL is seeking an experienced Explosives Safety Professional to join our Explosives Safety team as the Program Manager.In this role you will assist the Contractor Facility Management in implementing the requirements of DOE technical Standard 1212, perform site -specific explosives safety assessments to verify compliance, and recommend revisions and approvals of the Explosives Safety Site Plan.

You will work a 9/80 schedule at our Idaho Falls location with every other Friday off.

Responsibilities

Program Management & Development

Assist Contract Facility Management to develop, implement, and maintain the INL Explosives Safety Program per DOE-STD-1212 requirements. Establish written policies and procedures, integrate the program with INL's Integrated Safety Management System (ISMS), and ensure continuous improvement through lessons learned and industry best practices.

Technical Oversight & Safety Analysis

Provide technical expertise through input and review of explosives operations, facility designs, and modifications for safety and compliance. Participate in explosives safety analyses, hazard assessments, quantity-distance evaluations, hazard classifications, and siting analyses. Provide technical expertise on conventional explosives, explosive formulations, explosive synthesis munitions, and unexploded ordnance (UXO).

Safety Basis & Authorization Basis Support

Support development and maintenance of safety basis documentation related to explosives operations. Ensure explosives safety is properly addressed in Authorization Basis, Work Planning and Control, documents and Unreviewed Safety Question Determinations (USQDs). Maintain comprehensive explosives safety documentation and records.

Inspections, Assessments & Compliance

Conduct periodic inspections of explosives facilities, storage areas, and operations across INL sites. Assist line management in performing assessments, audits, and self-assessments. Participate in operational readiness reviews and track safety performance metrics.

Incident Investigation & Corrective Action

Coordinate and participate in investigations of explosive-related incidents, accidents, and near-misses. Participate in development of corrective action plans, conduct root cause analyses, implement preventive measures, and report incidents per DOE requirements and ORPS (Occurrence Reporting and Processing System).

Training & Personnel Qualification

Work with mission organizations and training directorate in development and implementation of explosives safety training programs.

Regulatory Interface & Reporting

Serve as primary point of contact for programmatic issues. Brief senior management on program status, prepare periodic reports and assessments, and communicate program requirements to stakeholders while maintaining strict confidentiality of sensitive and classified information.

Qualifications & Education

Level 4 - Bachelor’s and 9 years of experience. Master’s and 6 years of experience. PhD and 4 years

of experience

Level 5 - Bachelor’s and 14 years of experience. Master’s and 8 years of experience. PhD and 6 years

of experience.

  • Relevant degrees in engineering, physical sciences, or related technical disciplines is required
  • Formal explosives safety training (e.g., DDESB courses)
  • Minimum 10 years of explosives experience including unexploded ordnance (UXO) experience with either formal, documented training or hands-on field experience
  • Thorough understanding of DOE-STD-1212
  • Familiarity with 10 CFR 851
  • Significant experience in explosives operations and safety
  • Knowledge of explosives operations, effects, hazards, and safety principles
  • Knowledge of explosives hazard classification

Security Clearance

DOE Q clearance required (or ability to obtain and maintain) which requires US Citizenship.

Job Information

The pay range for this position is: Level 4-Grade 450: ($95,256 - $195,288)/ Level 5-Grade 460: ($114,360 - $234,336).

Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment, ladders >6 feet, protective clothing, and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
