About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.

Summary: The Broadband Program Coordinator is responsible for facilitating Idaho’s K-12 broadband funding program and E-Rate support under the Office of the State Board of Education (OSBE). This role ensures that Idaho’s broadband program is implemented in accordance with state law under the oversight of the Education Opportunity Resource Committee (EORC) and the Broadband Program Manager. This role works closely with LEA staff in providing ongoing training, guidance, and support in accessing federal and state broadband funding. This position collaborates with external stakeholders, including agency partners and peers from other states, to align related broadband initiatives. This role may also interact with federal E-Rate administrative staff from the Federal Communications Commission (FCC) and Universal Service Administrative Company (USAC).

Responsibilities:

Facilitate the K-12 Broadband Program and Broadband Infrastructure Improvement Grant (BIIG):

• Recommend, maintain, and follow program policies and procedures.
• Administer program budgets and ensure appropriate internal controls throughout the reimbursement process.
• Monitor funding commitments and ensure appropriate distribution of funds.
• Develop and deliver training resources for LEAs.
• Directly support LEA staff with broadband and related services guidance.
• Recommend improvements to enhance efficiency and program impact.
• Work with agency finance team on reimbursements, invoicing, and reporting.
• Maintain and collect all data and documentation necessary to administer program.

Collaborate and communicate with external stakeholders:

• Provide staff support to the Education Opportunity Resource Committee.
• Coordinate with other state agency staff to ensure program alignment with related initiatives.
• Develop and maintain relationships with Internet Service Providers and relevant 3rd party organizations.
• Provide data and reports as requested and required.

Administer the state’s K-12 E-Rate responsibilities:

• Maintain knowledge of E-Rate program requirements and processes.
• Monitor E-Rate Program requirements, goals, and timelines.
• Provide information to FCC and USAC as needed to support LEAs.
• Provide training and guidance to LEAs on E-Rate.
• Perform tasks as delegated by Program Manager.

Working Conditions & Physical Requirements:

Environment:

• Office, which could include travel between office spaces or buildings, depending on where employees are physically located.
• Primarily a day shift (8:00 AM – 5:00 PM, Monday through Friday), however some weekend or after-hours support may be required.
• This position travels 5%-10% of the year, primarily within Idaho to conduct outreach, training, and to Washington DC for program development and training.

Physical Requirements:

• Approximately 90% of time is spent sitting at desk or workstation
• Approximately 10% of time is spent standing, walking, bending, and kneeling.
• Occasional lifting may be required, frequently less than 5 lb, but may be up to 20 lb.

Minimum Qualifications:

• Experience with project planning, implementation and project documentation.
• Experience managing large data sets, conducting quality control, and analyzing data.
• Experience tracking and managing budgets.
• Basic understanding of telecommunications and networking technologies.
• Proficient in Microsoft Office applications and services.
• Strong interpersonal skills.
• Strong verbal and written communication skills.
• Strong organizational skills.
• Ability to communicate complicated processes to individuals and to a general audience through digital mediums or in-person.

Preferred Qualifications:

• Bachelor's degree from an accredited college or university in information technology or computer science.
• Ability to read and interpret statute or other regulations.
• Experience managing funding distribution.
• Experience with GIS software and geospatial data analysis.
• Proficient with PowerBi.

Special Notification: This position is exempt from the rules of classified service under the provisions of Section 67-5303, Idaho Code. This position is IT professional exempt from overtime. The successful applicant will be required to pass a background check.

The State Board of Education requires participation in the Idaho Optional Retirement Plan (ORP) for benefited and non-classified staff who do not have previous credited service with PERSI. The Idaho ORP is a defined contribution plan (401(a)) where both the employer and employee make contributions to the individual employee's account. Employees are immediately vested when enrolled in the ORP. The record keeper for the ORP is Fidelity Investments, and the ORP plan is administered by the State Board of Education.
