Position:

The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Compliance Officer for the Boise Regional Office.

Salary Range: $32.00 - $34.50

Responsibilities:

· Perform air quality compliance activities for major Tier 1 permitted facilities and minor sources:

- Complete on-site inspections.

- Review required reporting and other records.

- Determine compliance with rules and permit conditions.

- Complete reports.

- Prepare documentation for enforcement actions when necessary.

- Participate in the enforcement negotiation process.

- Provide technical assistance to enhance source compliance efforts.

- Conduct permit hand-offs for new or modified permits.

- Participate in developing and enhancing statewide air quality compliance program elements.

· Investigate complaints regarding air quality issues:

- Evaluate compliance and recommend solutions to air quality problems.

- Initiate field enforcement action when appropriate and/or develop enforcement referral documentation.

· Help regional program priorities when needed.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Desired Qualifications

DEQ 5647 DEQ - Environmental Rules and Regulations

Knowledge of environmental rules and regulations gained through successful completion of at least one (1) college level course covering topics related to interpretation and application of federal and/or state environmental rules; OR at least six (6) months experience involving interpretation and application of federal and/or state environmental rules.

DEQ 3002 Environmental Education

Approximately six (6) months of full-time work experience in environmental education with responsibility for preparing public education materials and conducting public outreach (examples would include information meetings or workshops, brochures, fact sheets) for an environmental program; OR Successful completion of college coursework and approximately twenty (20) hours of training involving public education techniques.

DEQ 3113 DEQ - Air Inspections

Good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the physical sciences, such as physics, chemistry, meteorology environmental science, engineering, or a closely related field; AND at least one (1) year full-time work experience:
