This position may be eligible for a moving/relocation reimbursement up to $5000.00 . Moving bonus criteria must be met in accordance with the State Of Idaho Moving Policies and Procedures .

This position may be eligible for hybrid telecommuting in accordance with the Statewide Telecommuting Policies . Telecommuting may be subject to successful completion of probation.

There are three job classification levels for this opening : Engineer, Associate; Engineer, Staff; and Engineer, Technical 1. Through on-the-job training, classroom training, and achievement of team goals and agency goals, there will be opportunities to progress to the next full working-level job class in the Engineering career track.

As a certified Engineer-In-Training (EIT), you will enter at the Associate level, depending on your years of experience.

As a licensed professional engineer, you will enter at the Staff or Technical 1 Engineer level, depending on your level of experience.

Salary Range:

Associate Engineer: $32.50–$34.50

Staff Engineer: $38.00 - $40.10

Technical Engineer 1 - Full Working Level: $43.50 – $46.45

Responsibilities – All positions:

· Review air permit applications, engineering plans, and specifications to determine compliance with state and federal air quality rules and regulations for the purpose of drafting air quality permits. Provide technical and regulatory assistance to the regulated community regarding air quality permitting.

· Coordinate with regional offices and regulated facilities for draft permit reviews and participate in permit hand-off meetings.

· Coordinate public comment periods, hearings, and meetings. Draft responses to public comments and provide expert testimony when requested.

· Provide updates as necessary to the permit supervisor for all assigned projects to ensure deadlines are met.

· Respond to public information requests.

· Track changes in federal air quality regulations. Provide updated regulatory information and propose program updates to the Permitting Supervisor. Provide technical support for the rule-making process. Implement established program policies.

Responsibilities – Technical Engineer 1:

· May perform supervisory duties for one to two air quality engineering staff. Supervisory duties include participation in the hiring process for vacant positions, staff performance reviews, and establishing objectives for team growth.

· Provide training, mentorship, and coaching of new and existing staff.

· Act as a technical and engineering lead for the Air Division on special projects.

ENGINEER ASSOCIATE LEVEL

Minimum Qualifications

    • Certification by the Idaho Board of Professional Engineers as an Engineer-In-Training
    • OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET)
    • OR graduation from a four-year engineering curriculum accredited by the EAC/ABET PLUS verification that the candidate has passed the Fundamental of Engineering Examination within six months of hire date
    • AND Possession of a valid driver’s license

    The Engineer Associate level is met based on the minimum qualifications listed above AND at least two years of work experience post-certification.

    STAFF LEVEL

    Minimum Qualifications

    • Licensure: Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12
    • Experience Analyzing, interpreting and applying federal, state, and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting, and adapting standard engineering plans, specifications and standards in competing projects; coordinating field work and inspecting projects or facilities for compliance with standards
    • AND Possession of a valid driver’s license

    TECHNICAL 1 ENGINEER LEVEL

    Minimum Qualifications

    • Licensure: Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12
    • Experience: Coordinating with State and local government in air quality or closely related field. Evaluating engineering projects and making decisions relative to their merit. Writing engineering reports and related correspondence. Reviewing engineering analyses. Making oral presentations to groups relative to the merits of engineering applications.
    • AND Possession of a valid driver’s license

    Typically met by at least two years of experience ( POST P.E. LICENSURE) in one or more of the specific areas listed.

    Licensure or Certifications:

    If you have already obtained your PE and/or EIT, identify your certificate or licensure # and State of issuance, on your resume. ecialty

    A college degree in engineering, physics, chemistry, environmental science or a closely related field; AND at least one (1) year of full-time work experience with: a governmental regulatory agency developing air quality permits for industrial sources;

    OR, a consulting firm or contractor with primary responsibility for preparing air quality permit applications;

    OR , ensuring compliance with air quality permit conditions at an industrial source.

    WORKING CONDITIONS (with or without accommodations)

    Much of the work occurs in an office environment. Ability to sit and work at a computer 2-4 hours at a time with period of heavy reading. May be required to occasionally travel while staying overnight in remote areas.
