What are the responsibilities and job description for the Software Asset Management (SAM) Specialist / O365 License Manager position at ICT Mondial Inc?
We are seeking an experienced Software Asset Management (SAM) Specialist / Business Analyst to support the DC Office of the Chief Technology Officer (OCTO). This role is responsible for managing the DC Government’s software environment – helping agency customers understand, track, and optimize software licenses, Microsoft Enterprise Agreements, and cloud-based subscriptions including Microsoft 365 and Azure. The ideal candidate brings deep expertise in Microsoft licensing structures, SAM lifecycle management, and compliance best practices.
KEY RESPONSIBILITIES
• Analyze purchase records and entitlement information including contracts, EULAs, Enterprise Agreements, O365 and Azure subscriptions using Microsoft Volume Licensing (MVL) and O365 portals.
• Organize and maintain accurate summaries of license entitlements across all DC Government agencies.
• Engage with Vendor Managers, Product Owners, Application Managers, and Engineers to collect, organize, and manage licensed software assets.
• Lead license reconciliation, entitlement/inventory scope definition, and present Final License Position Report Outs.
• Oversee the full software lifecycle – from licensing, purchasing, and deployment through decommissioning – across major software publishers.
• Create and maintain software counters for software titles and licenses; participate in Microsoft SAM engagements and true-up processes.
• Ensure software license records in the ITAM / SAM platform are accurate and correctly linked to hardware devices.
• Review and monitor software compliance based on existing licensing agreements; work with vendors to renew and true up contracts.
• Provide monthly and quarterly software license compliance status reports to OCTO management and Agency CIOs.
• Process software-related requests (new, changes, upgrades) from all DC agencies.
• Support analysis of new or modified software agreements and maintenance contracts; identify impacts to software counters.
• Support OCTO’s ITAM project management activities and ensure all vendor agreement changes are accurately reflected in the SAM platform.
• Develop and maintain SAM process improvement documentation, standard operating procedures (SOPs), and procedural guides.
• Lead Adobe and similar software licensing consolidation, enhancement, and ongoing management strategies.
• Track and report each agency’s IT service utilization costs versus actual HW/SW license, support, and contract renewal expenses.
• Oversee project portfolio management and budget planning activities related to software assets.
REQUIRED QUALIFICATIONS
• Extensive experience managing Microsoft Enterprise Contracts, the Microsoft Volume License Management (VLM) portal, and Microsoft subscription-based products (Microsoft 365, Azure).
• In-depth knowledge of Microsoft licensing structures with emphasis on subscription models, cloud products, and Software Assurance Benefits.
• Demonstrated experience in Enterprise Project Management and SAM lifecycle management.
• Strong understanding of Product Use Rights, license allowances, right-to-use (RTU) terms, and contractual entitlements.
• Proven ability to lead reconciliation processes, produce entitlement analyses, and deliver clear compliance reports to senior stakeholders.
• Experience with ITAM / SAM platform repositories and linking license records to hardware assets.
• Background in SAM process improvement, including developing SOPs and procedural documentation.
• Experience with Adobe and/or similar enterprise software licensing consolidation and management.
• Bachelor’s degree in Information Technology, Computer Science, or a related field – or equivalent professional experience.
PREFERRED QUALIFICATIONS
• Experience supporting a government agency or large public-sector IT environment.
• Familiarity with OCTO or DC agency IT infrastructure and services.
• Microsoft Certified Professional (MCP) or relevant SAM/ITAM certifications (e.g., CSAM, CITAM).
• Experience with budget planning and project portfolio management in an enterprise setting.
