Job Summary:
This position will report to the Vice-President for Strategic Policy Management. The Program Manager, Policy Development Support, will be expected to collaborate with departmental leaders and other organizational functions to implement and maintain practical reporting solutions in support of each of the Supporting Organizations, Advisory Committees and community structures supported by ICANN’s Policy Development Support function. In this role, the Program Manager will be expected to develop, interpret, and apply technical and business requirements as well as identify and analyze industry best practices to manage a range of activities that can be measured in accordance with organizational expectations and departmental goals.
Key Responsibilities & Duties:
This position will be engaged in a range of ICANN programs, projects, and activities, both internally as well as collaboratively with the ICANN community. Serving as a key point of contact for the Policy Development Support function for other teams within the organization, including Engineering & IT, Planning and Finance, the role will involve:
● Managing departmental programs, projects, and activities in accordance with defined organizational priorities and goals. This will include:
o Working with the Senior Program Manager to manage projects and track milestones and progress against agreed objectives
o Collaborating with project sponsors, owners, and assigned staff, to plan and define the scope, deliverables, budget and resources, work plan, timelines, and metrics for community-based initiatives to be supported by the function
o Preparing and maintaining a performance reporting framework that measures progress and provides periodic reports to internal and external stakeholders
● Supporting the VP, Strategic Policy Management, and Senior Program Manager, Policy Development Support, to ensure that functional priorities and resource allocations are in line with organizational objectives.
o This will include analyzing best practices and lessons learned, researching industry trends, and identifying potential service solutions that align with business requirements
● Provide other policy development and operations support services to specific community groups or organizational activities as required.
● The Program Manager, Policy Development Support, will assist the Senior Program Manager, Policy Development Support, to:
o Organize, track, and monitor projects and activities across the Policy Development Support function, to facilitate timely outcomes that support the ICANN community’s priorities and the ICANN organization’s strategic initiatives
o Coordinate and manage functional activities, to ensure that resources are allocated and prioritized in alignment with the ICANN organization’s strategic, financial and operating plans
o Work with cross-functional teams to identify, assess, and maintain uniform program and project management tools across the ICANN organization.

● Solid knowledge of program and project management principles, concepts, best practices
● Strong expertise in Microsoft Office tools and Google Apps (G Suite) required. Experience with other tools a plus.
● Working knowledge of Salesforce CRM preferred.
● Broad knowledge of the Domain Name System, Internet infrastructure, and ICANN.
● Excellent time management and leadership skills, including managing complex, process-related work and delivering timely, measurable results.
● Proven ability to work under pressure and adapt quickly in a fast-paced, stressful, and high-visibility environment.
● Strong writing and presentation skills for a range of audiences of varying technical ability and levels of seniority.
● This position requires substantial program and project management expertise, preferably in a role managing diverse groups in service of a unified organizational mission.
● As a cross-functional role, the position also requires strong collaboration, problem solving, and communication skills.
● The ideal candidate will also possess the ability to readily understand, interpret, and explain complex technical and policy topics from the perspective of a wide range of organizational functions and stakeholders.
Education and Experience Requirements:
● Bachelor’s degree required.
● Relevant work experience required, with a minimum of 8 years of progressive work experience in the same or related fields, preferably in an international organizational environment.
● Related experience in global or multi-cultural organizations a plus.
● PMP certification preferred.
● Fluency, both written and spoken, in English is required. Business competency in at least one other official United Nations language a plus.
