The primary purpose of this position is to serve as the Headquarters Air Force Special Operations Command Directorate of Intelligence, Surveillance and Reconnaissance (ISR) Division Chief for Plans and Programs and Senior Electronic Intelligence authority, the incumbent serves as the director's chief planner and liaison with the HQ AFSOC programs directorate for all ISR planning and programming issues.

Qualifications:

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervisory/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include exercising judgment, resourcefulness, and initiative in adapting and applying these guidelines to situations. Employee may be required to recommend and draft major or novel adaptations to these formal intelligence policy directives, instructions, regulations, and guidelines in order to accomplish assigned tasks. Employee makes decisions on the application of established procedures and initiates actions to support the goals and objectives of the AFSOC Commander and director. Responsible for planning and supervising the work of an element or work center for which the programs and objectives are clearly defined and the organizational structure fully established. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Extensive knowledge of ISR programs, policies, and activities with a primary focus on air and special operations.
  2. Exceptional knowledge of Congressional, DoD, Joint, and USAF structures, missions, programs, policies and organizational relationships to facilitate effective advancement of Air Force capabilities.
  3. Exceptional knowledge of ELINT, sources, methodologies, tactics, techniques and procedures (TTPs), and its applications to myriad operational planning and weapon systems modernization programs.
  4. Comprehensive knowledge of planning and budgeting processes. Mastery of advanced management and organizational principles and practices with exceptional ability to plan, organize and direct activities, and mentor and motivate an organization.
  5. Ability to assess, plan, organize and develop projects and adjust work operations of one or more organizational segments to meet requirements and organizational goals and priorities. Ability to communicate effectively, both orally and in writing in order to articulate and advocate Air Force and command positions to effect desired actions and compliance with established.
  6. Knowledge of safety and security regulations, practices, and procedures.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice It is imperative incumbent have an unlimited ability to perform such travel.
  • Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters.
  • May be required to perform other related duties as assigned.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Organize and manage development of intelligence war-fighting systems to address command war-fighting requirements. Establish goals and schedules Establish, revise, or review policies, procedures, mission objectives and organization as necessary to eliminate work problems or barriers to mission accomplishment.
  • On behalf of the director, develop recommendations and, upon order, supervise a variety of actions for the planning, programming, and program execution of special operations ISR capabilities.
  • Represent the interests of the Air Force and AFSOC at meetings and conferences. Voice the director's position and, as required, vote as the director's representative in different USSOCOM and United States Air Force (USAF) meetings.

  • Apply expert analytical skills, and profound knowledge of operational concepts, doctrine, and procedures, to determine the actions necessary to secure resources for support of a variety of missions through the MAJCOM/Air Force/DOD Planning, Programming, Budget and Execution (PPBE) process.
