The primary purpose of this position is to serve as an Acquisition Program Manager for CDM programs and projects.

**Salary ranges include local market supplements.**

Qualifications:

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include mastery knowledge of the principles, policies, legal requirements, and practices of acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles; comprehensive knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction; and detailed knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Air Force, and user commands that govern, interface with, and/or influence the systems acquisition process and integrated lifecycle management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Mastery of DOD and Air Force policy and procedures including events and milestones in the appropriate contracting activities. Knowledge and continuous awareness of Congressional, DOD and DA initiatives, which impact Acquisition policy to determine whether or not they conflict and how to implement.
  2. Comprehensive knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing operations utilizing diverse support structures and inter-agency cooperation on advanced concepts, principles and practices such as Surveillance & Reconnaissance systems; Special Communications; Information Operations; Collection Management and Operations; Research, development, test and engineering; Systems integration; Cyberspace Operations; Cyberspace information assurance and security systems; Information Systems; Foreign Language Exploitation; Data Engineering; Planning, Programming, & Budgeting System (PPBS), special operations, or similar operations.
  3. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. Comprehensive knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, and applications as they relate to acquisition processes.
  4. Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  6. Extensively skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. Mastery skill in establishing and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • This position is designated Special-Sensitive. Employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Serves as a technical expert and advisor to CDM on policy, practices and procedures governing issues related to acquisition and contracting, particularly as they relate to CDM project execution.
  • Executes an active role in the definition and development of project strategies in order to ensure operational needs are translated into executable projects while identifying and managing risk.
  • Communicates and integrates the organization's acquisition strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services.
  • Maintains a continuous liaison with other senior staff, other service headquarters counterparts, and DOD offices at the SES level to integrate CDM priority support actions impacting CCMDs/CSA.
