The primary purpose of this position is to serve as an Air Staff-level Functional Manager for Weapons of Mass Destruction (WMD) as well as the AFTAC Air Staff Liaison Officer (LNO) to the A2-6 Directorate at the Pentagon. Works directly for the AFTAC Commander's Foreign Policy Advisor (POLAD).

Qualifications:

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge on the analysis and data collection associated with nuclear debris, weapons of mass destruction, collection, processing, and production of operational and/or technical research information. Must understand National and Joint requirements, and resource rules and procedures as they apply to current and future capabilities. Must understand and interpret DoD, DoE, and other national-level agencies' policies and instructions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of DoD, Joint, and MAJCOM policies, entities, missions, resources, operations, capabilities, and requirements, as well as knowledge of management, principles and processes, and analytical techniques for assessing programs. Service-level staff experience highly desired.

2. Knowledge and validated experience of resource allocation principles and techniques as they relate to long range planning of programs and objectives and in particular, the Program Objective Memorandum (POM) process.

3. Ability to effectively organize and analyze information, produce reports, position papers, and briefings that are responsive to the specific needs of senior officials; present clear and concise findings, resolve conflicts based on mature judgment, experience, and recognized professional standing.

4. Skill in establishing and maintaining effective relationships, negotiating, and resolving conflicts with a variety of individuals and organizations.

5. Ability to work with peers and superiors; must have the ability to communicate effectively, both orally and in writing. Daily interaction with DISLs/SESs, Flag-Officers, and other distinguished visitors from other government agencies at the Air Staff level.

6. Expert knowledge of Air Force internal processes and responsibilities; knowledge of security procedures and protection of classified information.

CONDITIONS OF EMPLOYMENT CONTINUED:

Position is designated special-sensitive, and incumbent must be able to obtain and retain as Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Key: This is a key position. Incumbent must be removed from any military recall status of alternatives are not available for filling this position during an emergency are not available. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

- As a Senior Program Analyst, performs work related to the analysis, evaluation, and implementation of effective programs assigned at the Air Staff level. Serves as the WMD functional expert and HAF/A2-6 representative to various agencies; Air Staff, MAJCOMs, DoD, and/or other government committees and working groups dealing with missions, programs, requirements, resources, and polices impacting areas of responsibility.

- Provides senior military and civilian officials with specific detailed information in support of classified national-level programs. Creates high-visible briefings/papers for multi-department or agency use concerning the AFTAC portfolio and capabilities.

- Advises senior management on WMD/Nuclear Treaty Monitoring programming/resources to ensure effective accomplishment of mission and program objectives. Frequently represents the AFTAC Commander's equities and/or HAF/A2-6 at higher levels within the Air Force, DoD, and with national-level agencies.

- Provides subject matter expertise (SME), guidance, advisory support, and assistance to A2-6 and other Air Staff offices. Performs studies/evaluations independently or as part of a team responsible for completing detailed portions of assigned tasks.
