The primary purpose of this position is: Provide development efforts and maintain DoD personnel recovery lessons learned and Best Practices. Develop, evaluate, and maintain joint personnel recovery doctrine and review other joint doctrine publications for personnel recovery equities.

Qualifications:

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 0343.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of mission level plans and programs for conducting Joint Lessons Learned Program, doctrine development processes, joint personnel recovery policy and guidance standards, and the information management practices.
  2. Knowledge of DoD - Joint Personnel Recovery (PR) support; methods of evaluating the effectiveness of Joint PR functional expertise and assistance to planning actions related to mission events to supports US Government PR matters through capabilities-based planning, systems integration, analytical services, and RDT&E efforts Knowledge of safety and security regulations, practices, and procedures.
  3. Skill in designing and conducting studies and preparing solutions to developing efforts of maintaining DoD personnel recovery lessons learned and Best Practices for JPRA and its DoD counterparts.
  4. Ability to plan, organize, and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures in meeting mission goals.
  5. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively.
  6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
OTHER SIGNIFICANT FACTS:
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  1. Develop and implement personnel recovery lessons learned. Support the efforts of the branch chief to establish and maintain a DoD personnel recovery lessons learned program in collaboration with the Heads of the DoD Components.
  2. Develop and maintain joint personnel recovery doctrine. Supports the branch in developing, evaluating, and maintaining joint personnel recovery doctrine, including joint tactics, techniques, and procedures in coordination with the Joint Chiefs of Staff, the Military Services, Combatant Commands, and USSOCOM.
  3. Assess Combatant Command and Service Personnel Recovery programs. Supports the branch chief in providing oversight and advising the Combatant Commands and Military Service personnel recovery programs on their compliance with DoD policy and guidance.
  4. PRIDS system management and archives management. Implements the efforts to operate, and maintain PRIDS, providing a globally accessible, collaborative PR data management system, capable of storing, retrieving, and managing all information associated with the PR enterprise.
