Your Role And Responsibilities

The Business Development Executive is responsible for growth across the Department of Justice, focusing on both new business and organic growth. This position will focus on the following accounts, including Department of Justice (JMD, Civil Division, NSD, others), Law Enforcement Agencies (ATF, DEA, FBI, US Marshals, FBOP, others) and the U.S. Courts.

As a Business Development Executive, You Will

  • Serve as a trusted business partner to existing and new Justice account clients.
  • Develop and deliver informative presentations to potential clients during meetings, as well as at industry exhibitions, trade shows, and conferences.
  • Brief executive clients on IBM domain experience and capabilities.
  • Facilitate collaboration and engagement with IBM executives and subject matter experts from various service lines to support strategic initiatives in new business development.
  • Establish and maintain a 24-month pipeline of qualified opportunities to meet business and organization goals averaging $200M
  • Lead end-to-end opportunity identification, capture, and proposal efforts, working to lead internal teams within IBM to support our pursuits.
  • Actively meet with small businesses, software vendors, technology providers, and other partners to formulate successful teaming partnerships.
  • Collaborate with the Lead Account Partner, solution leaders, and capture managers to develop bid strategies, proposal processes, technical solutions, and written proposals for RFI/RFQ/RFP/White Papers
  • Develop capture plans and lead activities including client research, RFI submission, requirements and competitive analysis, teaming, vehicle shaping, win strategy, differentiators, and solution development.
  • Resource and lead proposal responses in collaboration with our Capability Teams
  • Develop go-to-market plans and coordinate marketing, conference, and white paper development with internal and external contributors
  • Keep to up to date on market trends and IBM offerings relevant to the Department of Justice

Preferred Education

Bachelor's Degree

Required Technical And Professional Expertise

  • Candidates must be in the Washington, DC Metro area with ability to meet customers on short notice
  • Minimum of 10 years of professional experience in federal business development activities
  • Strong verbal and written communication skills, including experience managing customer expectations, presenting, and engaging with executives and federal government leaders.
  • Demonstrates outstanding analytical abilities, consistently conveying complex concepts in a clear manner to audiences with diverse levels of technical expertise.
  • Knowledge of end-to-end capture process, proposal process, and delivery lifecycle.

Preferred Technical And Professional Experience

  • Strong understanding of DOJ and its mission

Salary : $150,000 - $260,000
