Administrative Hearing Officer

Position Overview

We are seeking a highly organized, analytical, and professional Administrative Hearing Officer to conduct administrative hearings, evaluate evidence and testimony, and issue timely, well-reasoned decisions in accordance with applicable federal and state laws and regulations.

The ideal candidate will demonstrate strong legal analysis, excellent written and verbal communication skills, sound judgment, and the ability to manage a high volume of cases while maintaining professionalism, neutrality, and appropriate judicial temperament.

Key Responsibilities

  • Conduct multiple telephonic administrative hearings each day, including taking testimony, evaluating evidence, making evidentiary rulings, and developing a complete hearing record.
  • Maintain appropriate judicial temperament, professionalism, and decorum throughout each hearing.
  • Review case files, documentation, and hearing records in advance of scheduled hearings.
  • Ensure parties receive appropriate and timely legal notice regarding the hearing date, time, and method of appearance.
  • Confirm that the appropriate legal issues are properly identified and noticed prior to each hearing.
  • Analyze testimony, evidence, applicable laws, regulations, and administrative procedures to reach well-supported decisions.
  • Draft and issue clear, accurate, and timely final decisions applying applicable federal and Arizona law to the facts established during the hearing.
  • Maintain accurate and complete hearing records and documentation.
  • Respond promptly to work-related communications and inquiries throughout the workday.
  • Manage a high volume of cases while consistently meeting established deadlines and quality standards.
  • Diplomatically manage disagreements and minimize conflict among hearing participants.
  • Maintain impartiality and professionalism when interacting with parties, representatives, witnesses, and other stakeholders.
  • Learn and effectively utilize required communication, word processing, case management, and proprietary software applications.

  • Working knowledge of, or the ability to quickly learn and apply:
    • Rules of evidence
    • Administrative procedures
    • Judicial and legal ethics
    • Due process requirements
    • Applicable federal and state laws and regulations
  • Strong active listening and information-gathering skills.
  • Ability to quickly analyze, evaluate, and synthesize complex information from multiple sources.
  • Strong interpersonal and conflict-resolution skills.
  • Ability to maintain neutrality, professionalism, and composure in potentially contentious situations.
  • Ability to exercise sound independent judgment and make well-reasoned decisions.
  • Proficiency with word processing, communications, and other computer software, with the ability to learn proprietary systems.
  • Excellent attention to detail and commitment to accuracy.

Preferred Qualifications

  • Previous experience serving as a Hearing Officer or conducting administrative hearings.
  • Bachelor's degree from an accredited college or university.
  • Juris Doctor (J.D.) degree from an accredited law school.
  • Experience interpreting and applying federal and state laws and administrative regulations.
  • Experience working with administrative law, public assistance programs, regulatory matters, or similar legal proceedings.
  • Arizona residency is preferred.
  • Active membership and good standing with a state Bar Association is preferred.

Work Schedule & Environment

  • Monday–Friday
  • Work is performed during Arizona business hours.
  • 100% remote position
  • Candidates residing outside Arizona may be considered.
  • Out-of-state candidates are expected to provide their own computer and other required hardware.
  • A virtual desktop environment will be provided for access to required software and systems.
  • Reliable internet access and a professional remote work environment are required.

A writing sample is required with the application. The writing sample should demonstrate the candidate's ability to analyze complex information, apply legal principles, and communicate conclusions clearly and professionally.
