POSITION DESCRIPTION
The Subcontracts Administrator 2 position involves overseeing the management of subcontracts, ensuring compliance with regulations, and collaborating with various stakeholders to achieve project goals. This role requires a thorough understanding of contractual obligations, excellent negotiation skills, and a keen eye for detail. The Subcontracts Administrator 2 is responsible for drafting, reviewing, and negotiating subcontracts and procurement agreements, monitoring subcontractor performance, and maintaining detailed files for all subcontracts and procurement agreements. They also coordinate with project managers to understand project requirements and timelines, resolve issues or disputes, conduct regular audits, and prepare reports on subcontractor performance and contract status. Review of certified payroll will also be required. The ideal candidate for this position will have an Associate degree in Business Administration, Supply Chain Management, or a related field, experience with contract management software and procurement systems, and strong organizational, communication, and negotiation skills.
This is a full time on-site role based out of our St. Louis office in Hazelwood, MO, and will work four 10-hour days, Monday through Thursday from 6:30 AM - 5:00 PM.
Responsibilities/Duties
WHAT YOU'LL BE DOING
The person hired for this role will be responsible for:
- Prepare and solicit Invitations to Bid (ITB) and Requests for Proposal (RFP) for all services and goods.
- Review subcontractor costs and prepare supporting backup documentation for cost proposals submitted to the government.
- Prepare and administer subcontracts to include subcontract drafting, negotiation, and closeout.
- Prepare Contractor Purchasing System Review (CPSR) compliant subcontract documentation in accordance with Public Law, FAR, and DFARS.
- Monitor subcontractors by tracking deadlines, assessing performance, and confirming compliance with other legal requirements of the subcontract.
- Coordinate with other departments, colleagues, and subcontractors to preempt issues and resolve issues as necessary.
- Assess and determine the appropriate terms and conditions, including customer flow-down provisions.
- Enter and maintain subcontractor and bid information into databases and excel spreadsheets.
- Prepare and submit monthly and annual reports.
- Maintain subcontract and procurement documentation.
- Special projects as assigned.
- The successful candidate will work closely with HGL engineers, project and program managers, as well as other members of the contracts and procurement team, and Government contracting personnel to administer subcontracts from solicitation through subcontract closeout.
- Will be responsible for reviewing and providing editorial comments to subcontractor scopes of work prior to the scopes being sent to potential bidders.
- Will be responsible for evaluation of subcontractor proposals.
- Ensuring timely and accurate submission of Certified Payroll by subcontractors.

Preferred Skills
WHAT YOU NEED TO STAND OUT – Preferred, not required
- Experience with various types of contracts, including Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFPLOE), Cost Plus Fixed Fee (CPFF), Time and Materials (T&M) and Indefinite Delivery Indefinite Quantity (IDIQ) is a plus.
- Experience with government subcontract file documentation, CPSR requirements, and the proposal process for federal acquisitions is a plus.
- Associate’s degree in Accounting, Business, Finance, Law, Construction, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, Organization and Management, or a demonstrated equivalent combination of education, training and related experience.

The salary range for this position ranges from $66,635 - $99,953. This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills.
