HGA is seeking a ROW Specialist II to support operations in Fort Collins, CO. The Right-of-Way (ROW) Specialist II is a mid-level role responsible for acquiring, managing, and maintaining right-of-way (ROW) and land rights needed for new construction and upgrades of electrical, telecommunications, and utility infrastructure. This position requires independent judgment, strong negotiation skills, and the ability to coordinate with landowners, agencies, and engineering teams to ensure timely project execution. The ROW Specialist II conducts land research, secures permits, prepares legal documentation, and resolves moderately complex land and permitting issues with minimal supervision.



Key Responsibilities


· Coordinate and review design staking sheets.


· Research land ownership, existing easements, encumbrances, and title issues using county records, public databases, and GIS tools.


· Negotiate and acquire ROW agreements, easements, leases, and crossing permits for private, public, and tribal lands.


· Coordinate with federal, state, local, and sovereign agencies (e.g., BLM, BIA, USFS, USFWS, ACOE, DOT, county governments, utilities, ditch companies) to obtain required permits and approvals.


· Support NEPA, environmental, cultural, and archaeological assessments by providing land data and coordinating site access.


· Review and interpret plats, ALTA surveys, legal descriptions, title commitments, and engineering drawings to identify constraints and ensure accuracy.


· Coordination with land survey for the creation of easement exhibits and crossing P & P’s and creation of basemaps for large projects.


· Conduct field visits to verify site conditions, identify right of way needs, document potential conflicts, and communicate findings to project teams.


· Prepare and execute easements, ROW packages, legal exhibits, license agreements, and all other acquisition documents.


· Maintain accurate acquisition records, parcel status reports, and permitting logs using project management software.


· Serve as a liaison between landowners and project teams, addressing questions, concerns, and negotiation challenges professionally.


· Support construction teams by coordinating access, resolving ROW conflicts, and addressing landowner or permitting issues that arise during construction.


· Assist in developing project schedules and budgets related to ROW tasks.


· Mentor junior ROW Specialists and provide technical guidance when needed.



Required Qualifications


· 3–10 years of experience in ROW acquisition, land services, utility permitting, or related work.


· Experience with electrical transmission, distribution, telecom, pipeline, or other large-scale infrastructure projects preferred.


· Associate degree in a related field (Real Estate, Land Management, Engineering Tech, GIS, etc.) preferred; equivalent experience considered.


· Strong ability to interpret legal descriptions, plats, surveys, and title documents.


· Knowledge of land use regulations and permitting requirements for federal, state, local, and tribal authorities.


· Experience working with county record systems, GIS mapping tools, and online land research resources.


· Proficiency with Microsoft Office, project management platforms, and digital document tracking systems.


· Excellent negotiation, communication, and customer-service skills.


· Ability to manage multiple projects, deadlines, and stakeholders with minimal supervision.


· Comfortable with both office work and field activities, including driving to remote sites.


· Valid driver’s license required.



Preferred Qualifications


· Associate degree in a related field (Real Estate, Land Management, Engineering Tech, GIS, etc.) preferred; equivalent experience considered.


· Experience with ArcGIS, QGIS, or other GIS software.


· Working knowledge of NEPA processes and environmental permitting.


· Familiarity with tribal coordination and sovereign land requirements.


· Understanding of utility engineering design, construction sequencing, and land impact assessments.



The pay for this position will be in the $28-$37/hour range.
