General Definition of Work

The licensure case manager, under moderate supervision, performs complex work with limited decision-making discretion coordinating the North Carolina Department of Public Instruction (NC DPI) licensure process at the district-level. Position supports teachers, school administrators, instructional support staff and candidates in understanding and meeting licensure requirements.  Employee performs administrative/support work to carry out Board of Education policies under the direction of the Director of Licensure.

Hourly NC 14/ Full-time, 12 months

Place of Work

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

 

Essential Functions

  • Adhere to all state, federal, and local laws, policies, and procedures
  • Analyze official college transcripts, work experience verification documents, out-of-state licenses, test scores, experience ratings, and other documentation to determine if candidates meet State Board of Education requirements and policies for licensure
  • Determine license level and pay level for hires paid on the certified schedule
  • Evaluate initial, lateral entry, vocational, alternative, emergency permit, and provisional candidates to determine PRAXIS/coursework deficiencies
  • Monitor, review, and verify renewal credit in-service activities; approve license extensions, determine status and ILP requirements
  • Track and monitor licensure programs at the local level in conjunction with institutions of higher education
  • Collaborate with school administrators and staff to aid in the recruitment, retention, and deployment of quality teachers
  • Participate in and support job fair efforts; assist in reviewing recruitment materials
  • Confer with state licensure agencies, colleges/universities, and other local education agencies to assist with resolving open licensure-related activities
  • Monitor reports to ensure that assigned caseload is accurately coded to the correct license and pay level; assist in monitoring and clearing licensure salary audit exceptions flagged by NC DPI
  • Assist in the development of licensure process documentation, memos, applications, forms, and other correspondence
  • Deliver presentations and orientations to assist teachers and instructional support staff in understanding and fulfilling licensure requirements; communicate federal, state, and local policies/mandates
  • Respond to questions regarding the licensure process, and provide individualized support to employees who are completing licensure requirements
  • Perform related work as assigned or required

 

Knowledge, Skills, Abilities

  • Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school systems
  • Thorough knowledge of county and school board policies, procedures, and standards regarding school systems
  • Knowledge of required records preparation and maintenance
  • Knowledge of state statutes, federal laws/rules, policies, and regulations regarding NC DPI licensure requirements
  • Ability to use computer-based financial/human resource management software packages
  • Ability to maintain professional and emotional control under stress
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
  • Ability to communicate effectively
  • Ability to reason, make judgments, and maintain effective working relationships
  • Ability to employ positive communication skills in all settings/mediums
  • Ability to problem-solve utilizing sound judgment
  • Ability to maintain confidentiality regarding school system business
  • Ability to take initiative, work independently, and exercise sound judgement
  • Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs
  • Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment

 

Education and Experience

  • High school diploma or equivalent required
  • Associate degree or minimum of three (3) years’ experience in related job preferred
  • Equivalent combination of experience and education

 

Special Requirements

  • Possess and maintain a valid driver’s license or ability to provide own transportation
  • Travel to school district buildings and professional meetings
