Property Manager

HTG Management LLC
Brooksville, FL Full Time
POSTED ON 10/29/2026
AVAILABLE BEFORE 12/29/2026

Position Purpose

The Property Manager leads all onsite operations for one affordable housing community. This role is accountable for the property’s financial performance, physical condition and long term asset preservation, compliance, resident satisfaction, and staff.

The Centralized Leasing team handles lead follow up, tours, applications, and waitlists for the portfolio. The Property Manager partners with the dedicated Centralized Senior Leasing Manager to keep occupancy at or above 98%, focusing on unit readiness, resident retention, renewals, collections, and onsite support for move ins. The role requires strong knowledge of LIHTC, HUD, and other affordable housing programs, including Fair Housing law.

The ideal candidate is a hands on leader who manages by the numbers, holds staff accountable, and treats residents with respect.

Candidates must be able to respond to afterhours emergencies as they arise.

Essential Responsibilities

Property Operations and Physical Condition

  • Manage day to day operations of the community, including 24/7 emergency response.
  • Perform weekly, monthly, and quarterly inspections of grounds, buildings, and units. Track findings to completion.
  • Oversee maintenance of building systems and all repairs, preventive maintenance, and work orders. Monitor work order completion times.
  • Ensure vacant units are made ready within company turn time standards, so the Centralized Leasing team has units available to lease.
  • Prepare the property for NSPIRE, FHFC, investor, and insurance inspections, and complete corrective work by the deadline.
  • Coordinate capital projects, renovations, and contractor work with the Maintenance Director and Regional Property Manager as needed.

Asset Preservation

  • Prevent deferred maintenance by following a preventive maintenance schedule for roofs, HVAC, plumbing, electrical, fire safety systems, elevators, paving, and building exteriors. Confirm work is completed and documented in Yardi.
  • Fix small problems such as leaks, water intrusion, roof damage, wood rot, and pest activity right away, before they become major or costly repairs.
  • Track the age, condition, and expected replacement dates of major building systems. Recommend repairs, replacements, and reserve requests to the Regional Property Manager before systems fail.
  • Inspect completed maintenance and vendor work before approving payment to protect the long term value of the community.

Occupancy, Leasing Support, and Resident Retention

  • Partner with the Centralized Senior Leasing Manager to keep the community at or above 98% occupancy. Review vacancies, preleased units, and upcoming move outs together weekly.
  • Support the Centralized Leasing team with onsite tours, move in coordination, and key handoff.
  • Keep unit status, availability, and make ready dates accurate in Yardi so leasing information is current.
  • Lead renewal and resident retention efforts, including early renewal outreach, resident events, and quick resolution of service issues.
  • Track move out reasons and use them to reduce turnover.
  • Support the company’s online reputation goals by responding to resident concerns and encouraging satisfied residents to post reviews.

Financial Management

  • Meet the property’s budgeted net operating income by collecting rent, controlling expenses, and acting quickly on variances.
  • Administer collections, follow up on delinquencies, and manage notices, repayment agreements, and evictions according to company policy and Florida law.
  • Prepare the annual operating budget with the Regional Property Manager, and explain monthly variances.
  • Review and approve invoices and purchase orders within budget and company approval limits.
  • Evaluate service contracts, obtain bids, and negotiate pricing.

Compliance and Fair Housing

  • Prepare or oversee complete and accurate move in, annual, and interim certifications under LIHTC, HUD, HOME, SAIL, and other program rules.
  • Work with the Compliance Manager and Preferred Compliance to correct file issues quickly. Track recertification deadlines so no certification is late.
  • Support agency and investor file audits and complete corrective actions.
  • Ensure all staff follow Fair Housing law, Resident Selection Plans, VAWA, and reasonable accommodation procedures.
  • Enforce lease terms and community rules consistently, and read and interpret legal documents and service agreements.

Staff Leadership

  • Interview, hire, supervise, and train site staff, including Assistant Managers and maintenance staff where assigned.
  • Set schedules so the office is staffed and residents are served during business hours and emergencies.
  • Conduct performance reviews, coach staff, and address performance issues with Human Resources.

Safety, Security, and Reporting

  • Manage safety programs, including staff training in fire safety, emergency procedures, hurricane preparedness, and use of emergency equipment with the support of the Regional Maintenance Manager.
  • Maintain building security measures. Complete incident reports and notify upper management and owners promptly.
  • Report occupancy, collections, work orders, compliance status, and budget performance to the Regional Property Manager each month.
  • Perform other duties assigned by management.
