Position Responsibilities
- Provide strategic policy guidance to DHCF-LTCA leadership on Medicaid-funded LTSS and clinical initiatives, including integrated care models for dually eligible individuals.
- Lead the development and refinement of policy proposals, issue briefs, and strategic plans related to LTSS, home and community-based services (HCBS), and institutional care.
- Advise on clinical priorities and innovations in care delivery, including quality improvement strategies, value-based purchasing, and care coordination.
- Conduct policy and program analysis, including environmental scans, to inform decision-making and ensure alignment with CMS guidance, federal regulations, and national best practices.
- Collaborate with internal teams and external stakeholders to design and implement initiatives that enhance health outcomes and service delivery for Medicaid beneficiaries.
- Support the development of performance metrics and evaluation frameworks to assess the effectiveness and impact of LTSS and clinical initiatives.
- Represent DHCF-LTCA in interagency workgroups, stakeholder meetings, and public forums, as needed.
- Draft policy documents, briefing materials, and presentations for senior leadership.
- Monitor federal and state policy developments and provide timely analysis of their implications for DHCF programs.
- Provide subject matter expertise and mentorship to junior staff and project teams.
- Perform other duties as assigned.
- Demonstrated expertise in Medicaid policy, LTSS, and/or clinical program design and implementation.
- Strong understanding of federal Medicaid regulations, CMS guidance, and state-level program operations.
- Experience advising senior leadership on complex policy and programmatic issues.
- Proven ability to synthesize complex information and communicate it clearly to diverse audiences.
- Familiarity with quality improvement, health equity, and value-based care principles.
- Strong analytical, writing, and presentation skills.
- Ability to work independently and collaboratively in a fast-paced, policy-driven environment.
- Experience engaging with stakeholders, including providers, advocates, and government agencies.
- Graduation from an accredited four-year college or university with a bachelor’s degree in public policy, public health, health administration, or a related field, plus seven (7) years of progressively responsible experience in health policy or program administration.
- At least two (2) years of experience must be at a senior advisory or leadership level, preferably within a Medicaid or health care delivery context.
