The primary purpose of this position is: to serve as an Air Force (AF) command and control (C2) planner and program analyst and to provide AF C2 and military operations expertise in developing, advocating and defending planning, programming, and budget policies.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of air and space plans, programs and procedures for conducting major operations such as war, specific operations other than war, mobilization and/or deployment; Knowledge of airpower program goals and objectives, sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of Joint Capabilities Integration Development System (JCIDS), Planning, Programming and Budgeting System (PPBS) and agency policy, procedures and schedules for developing Program Objectives memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization and other contingency and operational plans; Ability to apply command and control experience and expertise to assigned programs and/or weapon systems; Skill in managerial and coordination activities sufficient to manage and review multiple studies of future capability requirements with many variable or unknowns; Ability to plan, organize, direct program functions, mentor, motivate lead staff and communicate clearly with technical accuracy.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
  • Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events
  • Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PBE process supports them.
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations. Knowledge of a wide range of C2 programs such as Air Battle Management System (ABMS); Control Reporting Center (CRC); Battlefield Airborne Control Node (BACN); Air Operations Center; USAF Modeling and Simulation; Distributed Training & Exercises / Wargaming Systems; Atmospheric Early Warning Systems (AEWS); Mission Planning Systems (MPS); Information Operations (IO); Global C2 Systems (GCCS); Air Traffic Control and Landing Systems (ATCALS); Deliberate Crisis Action Planning and Execution System (CAPES); and Advanced Mission Communications / Tactical Data Link (TDL) systems. And knowledge of the PBE process, acquisition processes, and applicable PPBE financial management codes and processes.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Apply Air Force C2, and associated military operations expertise, to develop, interpret, and implement policies and guidance to provide planning, programming, and budget guidance to facilitate the development, assessment, and prioritization of funding and manning options to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major C2 missions and operational plans.
  • Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans.
  • Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
  • Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions.
