The primary purpose of this position is to The primary purpose of this position is: The incumbent is a Senior Resource Specialist and a recognized expert in theapplied fields of Human Resources (HR).

Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) Mastery knowledge of program management strategies and concepts related to Air Force Operations military structures and missions,(2) Knowledge of United States Air Force and Department of Defense civilian policies, procedures, personnel policy, Air Force realignment strategies, congressional review procedures, and program tracking processes for program management oversight (3) Applying knowledge and experience in application of human resources principles and practices to resolve difficult and complex work assignments. (4) Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices (5) Managing and coordinating complex activities to control a variety of projects and actions that occur concurrently.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of AF civilian/manpower systems and civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements.

2.Knowledge of advanced analytical techniques is necessary in the determination, programming, and defense of long range requirement and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations.

3.Skill and ability to communicate and effectively work in a multi-functional environment involving interaction with the highest executive levels of the Air Force and with others, both orally and in writing, in working out solutions to problems or questions relating to all aspects of Human Resources.

4.Skill and ability to manage and coordinate complex activities, gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.

5.Ability to plan, organize and assign time-critical projects and assess results.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Manages the HAF/A3 Operations overall Workforce Planning, Attrition, Development, and Training ensuring all HRactions complies with legal and regulatory requirements and meets both internal and external customer needs.
  • Oversees and manages the civilian hiring process for the AF/A3 with varied functions and several major legal supportprogram areas with frequently changing requirements.
  • Maintains a continuous liaison with 3Ltr Directorates, Supervisors, FOAs, AFPC, MAJCOMs, Headquarterscounterparts to integrate HR support actions.
  • Civilian Resource advisor to the Resources Chief on matters pertaining to OPM law, policies, human resource strategyand execution within the HAF/A3 portfolio.
