The primary purpose of this position is to exercise managerial, technical and administrative oversite over SecAF and CSAF Executive Action Group. Serves as the Deputy Director for the SecAF and CSAF Executive Action Group, exerciesing management authority and directing HAF/CX activities.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

In order to qualify, you must meet the speicalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: (1) Advanced expertise in analytical and evaluative methods to present senior-level strategic information and assess regulatory or enforcement program compliance, (2) Advanced proficiency in qualitative and quantitative methods for assessing and improving complex management processes and systems, (3) Extensive understanding of program sequencing and milestones, including methods for evaluating the value and effectiveness of program accomplishments, (4) Extensive understanding of major issues, program goals, objectives, and organizational operations, enabling: planning and coordinating long-range studies, interrupting Department of Air Force rules, procedures, and administrative operations.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of analytical and evaluative methods to present a wide variety of strategic information in a professional senior leader level plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. This includes a mastery of range of specialized areas within the DAF, DOW command and organizational structure, and related political science disciplines and their relationship to public issues or programs.

2. Knowledge of DAF command structure, missions, programs, and organizational relationships, plus a thorough knowledge of quantitative and qualitative methods and techniques sufficient to generate and apply new hypotheses and concepts in planning, conducting and evaluating long-range projects or proposals for the Top 5 and to develop staffing standards covering complex program functions or missions.

3. Ability to work independently with minimal supervision and guidance to meet established schedules for on-going projects and short notice suspenses, specifically with skills in conducting detailed analysis on the DAF strategic vision/direction, domestic and international strategic communications, and congressional testimony to further the DAF's objectives.

4. Knowledge and skills to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance.

5. Skill and ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation.

6. Skill and ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness using comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Plans, organizes, and directs the activities of HAF/CX, ensuring staff complies with legal and regulatory requirements and meets customer needs.
  • Assists in planning, execution, and recording of strategic planning policy and executive management reviews.
  • Represents HAF/CX in engagements with installation and functional area organizations, ensuring seamless coordination and delivery of strategic messaging and products.
  • Manages HAF/CX's resources, including annual budgets, equipment, and personnel.
  • Performs special projects in any area of responsibility as directed by the TOP 5.
