Summary
The Skilled Trades Program Manager provides strategic leadership, supervision, and operational administration and oversight for non-credit skilled trades programs, apprenticeship pathways, and workforce training initiatives offered jointly through Division 4 and Workforce, Career and Community Education (WCCE). This position ensures high-quality program development, compliance with Maryland and national Department of Labor standards, and alignment with regional workforce needs. The manager administers and oversees adjunct faculty and program staff, expands enrollment and revenue, and strengthens partnerships with industry, regulatory bodies, and community organizations.
The role requires flexibility in scheduling; there will be days and hours when the normally scheduled workday will not apply, including evenings, weekends, and peak operational periods.
Essential Role Responsibilities
Program Leadership & Development
• Lead the design, implementation, and continuous improvement of non-credit skilled trades courses, apprenticeship programs, and workforce training aligned with Maryland and national Department of Labor standards.
• Evaluate program viability using enrollment trends, financial data, employer feedback, and student outcomes.
• Develop new training programs to meet emerging workforce needs in fields such as automotive technology, machining, welding, manufacturing, electrical, HVACR, plumbing, Construction Management and related trades.
• Ensure all programs meet credentialing, regulatory, and apprenticeship approval requirements.
Division 4 & WCCE Collaboration
• Serve as a cross-division leader working jointly within Division 4 and WCCE, ensuring seamless coordination of facilities, scheduling, staffing, and program delivery.
• Provide guidance to information specialists, student services, and enrollment teams regarding program pathways and course offerings.
Compliance & Regulatory Oversight
• Maintain expert knowledge of Maryland Department of Labor (MDOL) and U.S. Department of Labor (USDOL) apprenticeship and workforce training standards.
• Register programs and secure approvals from credentialing, regulatory, and apprenticeship oversight bodies.
• Ensure compliance with state and federal reporting requirements, safety standards, and workforce development regulations.
Partnerships & Community Engagement
• Build and sustain partnerships with skilled trades associations, employers, unions, workforce agencies, and community organizations.
• Represent the college at industry events, advisory committees, and community outreach activities.
• Develop pathway opportunities that support regional employment demands and strengthen apprenticeship pipelines.
Financial & Operational Management
• Administer assigned cost centers, monitor expenses, determine profit margins, and ensure financial sustainability of self-supporting programs.
• Conduct analysis of financials, cost of instruction reports, enrollment and FTE data, and prepare narrative summaries.
• Contribute to marketing and promotion through content development, CRM utilization, and targeted outreach.
Supervision & Instructional Support
• Recruit, hire, train, evaluate, and supervise adjunct faculty and program staff.
• Review and evaluate curricular materials, instructional quality, and training resources.
• Schedule facilities, equipment, materials, and instructors for on-campus, online, and off-site training.
Data & Reporting
• Compile, track, and analyze program data to support decision-making, reporting, and presentations.
• Prepare documentation for accreditation, apprenticeship registration, and state approval processes (including CC10s for MHEC).
Other Duties
• Perform additional responsibilities as assigned to support college initiatives, workforce development goals, and strategic priorities.
Minimum Education Required
Bachelor's degree
Experience Required
• Bachelor's degree or 4 years of related education/training such as completion of a registered apprenticeship program required.
• Minimum of three years of experience in higher education or in a skilled trades-related industry (electrical, plumbing, welding, construction, manufacturing, automotive, HVAC, solar, etc.).
• Demonstrated experience with non-credit workforce training or apprenticeship programs preferred.
• Knowledge of Maryland and national Department of Labor apprenticeship and workforce training standards.
• Experience in budget management, data analysis, and data-driven decision-making.
• Strong interpersonal, communication, presentation, and customer service skills.
• Experience working with diverse audiences.
• Strong knowledge of Microsoft Office Suite of products required
• LMS (Canvas) and CRM (Colleague) experience preferred.
Minimum and Preferred Qualifications
Physical Demand Summary
• On-campus office in a new skilled trades center with some telework as approved (up to two days per week).
• Visits to outdoor training sites and employer locations.
• Extended hours during peak periods; evenings and weekends required as needed.
• Local travel required.
