What will I be doing?
The Principal Risk & Quality Assurance Manager supports the organization’s risk management and quality assurance activities for workforce programs and operations. This position maintains the risk inventory and matrix and assists leadership with reporting and oversight. The Principal Manager is a highly effective communicator with strong interpersonal skills and the ability to collaborate with cross-functional teams to achieve synergy. The role applies established frameworks such as the COSO Enterprise Risk Management Framework and the U.S. GAO “Green Book” to ensure programs align with strategic goals and regulatory expectations.
- Perform continuous risk assessments and maintain the risk inventory and matrix through coordination with internal staff and service providers.
- Support program staff and leadership in identifying and documenting risks related to workforce operations by preparing summaries and draft reports of risk issues and compliance results for review by senior management and assisting in developing risk mitigation strategies in collaboration with management and program staff.
- Maintain or update risk and compliance documentation, policies, and procedures; recommend updates where appropriate, track regulatory and policy updates (Uniform Guidance, TxGMS, TWC requirements) and summarize key changes for senior management.
- Conduct project-based and risk-based quality assurance or monitoring of workforce programs and subrecipients, document findings, prepare reports and recommendations, and work with program staff and subrecipients to follow up on their actions to address deficiencies and implementation of mitigation plans.
- Responsibility over career offices leases, including oversight over procurement of new leases, renewals and amendments, reviewing providers’ contracts and submissions of proposals and studies to ensure alignment with service delivery strategies. Host Lease Task Force/Committee to make recommendation to senior leadership that is in line with the Strategic Plan.
- Direct supervision of 2 to 3 QA staff who support you in your functions and role.
- Perform other duties related to workforce program, compliance, monitoring, quality assurance, and risk reporting as assigned.
Key Qualifications
- Highly effective communication and interpersonal skills, with the ability to lead cross-functional teams to manage projects and achieve synergy.
- Strong analytical skills with attention to detail in spotting trends, gaps and challenge areas, exceptional time management skills, including ability to track progress and maintain consistent follow-ups to ensure timely implementation of mitigation plans.
- Experience with frameworks such as COSO Enterprise Risk Management and the “Green Book.”
- Strong knowledge of workforce program operations, leases and procurement administration, grant administration, compliance, monitoring requirements, and federal and state regulations governing workforce programs (Texas Workforce Commission).
Do you have…
- Bachelor’s degree in an applicable academic discipline or related field of study
- 5 year of experience working with local government, nonprofit programs, school, or in job-related duties
Preferred Qualifications
- Bachelor’s degree in public administration, business, accounting, or related field.
- 5 years of experience in building risk inventory and matrix, compliance monitoring, subrecipient oversight, or auditing.
- Proficiency in Microsoft Excel and reporting tools for risk and monitoring analysis.
- Professional certifications (CPA, CIA, PMP) desirable but not required.
