Position Overview

 Under the general supervision of the Resident Services Manager, this is a part-time professional position responsible for working directly with residents, referral agencies, site staff and other parties. The work involves a high level of contact with clients and other agencies with opportunity for independent action in developing programs and activities and requires tact, compassion, and a willingness to assist others.

  

Duties and Responsibilities

  1. Assists residents in identifying the services and benefits needed to maintain independence, increased self-sufficiency, and well-being. 
  2. In cooperation with staff and partners, reviews referral data and background information to facilitate appropriate individualized service design and implementation.
  3. Establishes connections between residents and referral agency staff.
  4. Promotes engagement of residents in all aspects of service design and delivery as a means of maximizing service efficiency, individual independence, and customer satisfaction.
  5. Plans, implements and documents results of assessment activities to provide residents, staff, referral sources, and partners with information to facilitate a self-reliant lifestyle.
  6. Develops, plans, promotes and implements year-round activities and services for youth, adults and seniors, including alternative entertainment activities, socialization, community service and career/college exploration.
  7. Coordinates all program services, use of site facilities and equipment with team members and site staff.
  8. Correctly assesses the supportive service needs of disabled/elderly residents and facilitates access to those services and resources needed and desired by residents.  
  9. Provides information and referrals to empower residents to maximize employability.
  10. Maintains and prepares detailed case notes and reports, and submits program reports as required within the specified time period, e.g., statistics, clients served, activities/classes provided.
  11. Thoroughly conducts a study of the program’s compliance with applicable regulations and guidelines and prepares and maintains, files, records and reports as needed.
  12. Tracks and reports data necessary to promote service quality and efficiency and analyzes data for program improvement.
  13. Communicates with property management and other staff about the needs of and services available to residents.
  14. Actively markets program to agencies, employers and others while recruiting participants.
  15. Works to facilitate successful operation of site-based resident councils.
  16. Participates in skill development opportunities.
  17. Attends meetings and programs as requested including participating on committees as assigned.
  18. Perform other related duties as required.

 

 

Required Knowledge and Abilities

 

1.   Knowledge of the general operations and procedures relevant to the promotion and delivery of general human services.

2.   Knowledge of principles and practices associated with service facilitation.

3.   Knowledge of social, economic and demographic characteristics of the community.

4.   Knowledge of available social services along with the ability to secure the confidence and cooperation of other public agencies.

5.   Knowledge of social service methods and techniques.

6.   Knowledge of the occupational hazards and safety precautions that accompany the job.

7.   Ability to understand, act on, and interpret policies, regulations, and procedures.

8.   Ability to perform as part of a team and relate effectively to other staff, residents and service providers.

9.   Ability to be tactful and non-judgmental with people, work on own initiative and exercise good judgment in performance of duties.

10. Ability to prepare and present ideas in a clear and concise manner, both orally and in writing.

11. Ability to establish and maintain mutually respectful, effective working relationships with other employees, participants, and collaborative agency personnel.

12. Ability to think and react calmly in emergency situations.

13. Advanced knowledge of Microsoft Office products, e.g., Word, PowerPoint, and Excel, and ability to function within housing specific software.

 

Minimum Education, Training, and/or Experience

High School Diploma and combination of experience and training which provides the required knowledge, skills, and abilities.  

 

Physical Requirements

  1. Ability to move or lift 50 lbs.
  2. Ability to work in less than ideal conditions, e.g., noise and high traffic areas.
  3. Must be able to walk, sit or stand for long periods of time.

 

Special Requirements

1. Possession of a valid driver’s license.

2. Able to be covered under the Housing Authority’s fidelity bond.

3. Must be insurable under the Authority’s fleet insurance carrier.
