Bilingual HR Manager

HotFoot Recruiters is hiring a Bilingual HR Manager to support HR operations for a growing checmical / semiconductor-related organization supporting projects in Arizona. This role will support recruiting, employee relations, HR compliance, onboarding, training coordination, payroll-related documentation, and construction project compliance matters.

This position is ideal for a Mandarin-English bilingual HR professional with local HR experience, strong compliance awareness, and exposure to construction, semiconductor, OCIP, Davis-Bacon, or Arizona labor law requirements.

Pay Range: $100,000-$120,000 DOE

Schedule: Monday–Friday | Full-Time

Responsibilities

• Support day-to-day HR operations, employee documentation, onboarding, offboarding, and personnel file management.
• Assist with recruiting local employees and supporting hiring coordination for project and office roles.
• Support employee relations matters and provide guidance to employees and managers as needed.
• Maintain HR records, compliance tracking, employee forms, and internal documentation.
• Assist with payroll-related HR information, employee data, timekeeping follow-up, and internal reporting.
• Support construction project compliance needs, including OCIP documentation, Davis-Bacon / certified payroll-related coordination, and labor compliance tracking as needed.
• Help ensure company HR practices align with Arizona labor laws and applicable employment regulations.
• Coordinate employee training, safety-related HR documentation, and internal training materials or course tracking.
• Work closely with leadership, project teams, and cross-functional departments to support workforce planning and employee communication.
• Support communication between Mandarin- and English-speaking employees, managers, vendors, and project stakeholders.
• Help improve HR processes, documentation standards, and internal policies as the company continues to grow.
• Perform additional HR and administrative duties as assigned.
  
  

Qualifications

• Mandarin-English bilingual ability required.
• 3 years of HR experience required.
• Prior experience in HR operations, HR generalist work, recruiting, employee relations, compliance, or payroll-related HR support preferred.
• Experience with TSMC OCIP, Davis-Bacon / certified payroll, construction compliance, or project labor documentation is highly preferred.
• Familiarity with Arizona labor law and general U.S. employment compliance preferred.
• Experience recruiting local employees or supporting E2 visa employee coordination is a plus.
• Experience creating or coordinating training materials, employee courses, or internal training programs preferred.
• Employee relations experience is strongly preferred.
• Cross-cultural work experience is a plus.
• Candidates who do not require company visa sponsorship are preferred.
• Strong communication, organization, confidentiality, and follow-through skills.
• Proficient with Microsoft Office, including Excel, Word, Outlook, and PowerPoint.
• Comfortable working on-site in a fast-paced construction / semiconductor project environment.
