Job Summary
Position administers and coordinates the organization’s Housing Opportunities for Persons with AIDS (HOPWA) program and initiatives, ensuring compliance with federal and local requirements, budget management, program development, and effective client services. Leads, trains and supervises HOPWA case management staff, fostering team collaboration and working with case managers to appropriately assess client needs and connect them to supportive services including internal and external stakeholders, public health agencies and nonprofit partners.

Position provides programmatic leadership and oversight of housing initiatives that support clients, ensuring they have access to safe, stable housing and comprehensive services. Position is instrumental in ensuring that program participants receive the resources and guidance necessary for housing stability that leads to enhanced quality of life and health outcomes. Position plays a critical role in shaping housing policy, supporting vulnerable populations, promoting affordable housing, and ensuring regulatory compliance for such programs.

Job Factors
Minimum Education Level Requirement: Bachelor's degree in social work, public administration, public health, human services or a related field. Equivalent work experience accepted in lieu of a degree.
Minimum Experience Level Requirement: Minimum three years of progressively responsible experience in housing services, case management, program administration, or social services. Demonstrated knowledge of HUD/HOPWA programs and experience with their administration and management.
Knowledge, Skills and Abilities:
Frequent performance of position duties while standing, walking and while in motion and manipulating medical devices and other equipment.
Frequent computer use at a workstation up to two hours or more at a time.
Frequently fast-paced work with unscheduled interruptions.
Work may require an adjusted work schedule, overtime and evening/weekend hours in order to meet patient care demands.
Public contact position requiring clinic-appropriate apparel and use of personal protective equipment.

- Strong knowledge of federal, state and local housing regulations, especially HUD/HOPWA guidelines.
- Demonstrated knowledge of HIV/AIDSrelated health and psychosocial issues, including medical care, client privacy and available community resources.
- Familiarity with housing development, program budgeting and case management practices.
- Excellent oral and written communication for client interactions, staff supervision, report writing and stakeholder engagement.
- Excellent counseling, problem solving, networking, and advocacy skills for client and program needs.
- Proficiency in Microsoft Office Suite, associated program technology (electronic medical/health records), billing platforms and software.
- Knowledge of healthcare practice operations including electronic health records, associated billing administration, and regulatory requirements, including HIPAA.)
- Selfdirected and selfmotivated, proactively prioritizing competing demands efficiently and independently.
- Strong project management and strategic planning skills that set clear task objectives, achieve desired outcomes, and advance program viability.
